- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This requirement is released on a total set-aside basis to Small Business. The Emotional Development and Affective Neuroscience (EDAN) branch in the National Institute of Mental Health at the NIH requires the acquisition of one (1) Tobii TX300 package for use in their lab. The EDAN branch performs basic research on the nature of mood and anxiety disorders in children and adolescents. The equipment and supplies contained in this order will enable research on patterns of visual fixation, pupil dilation and visual saccades in the context of emotional stimuli and cognitive control tasks. This solicitation number is RFQ2908983 and a solicitation is issued as a request for quotation (RFQ) for brand name or equal quantity one (1) Tobii TX300 hardware and software package consisting of the following specifications: Tobii TX300 Hardware Package; Tobii Studio Software License, Professional Edition; E-Prime 2.0 Extensions for Tobii; E-Prime Accessories enabling Studio and E-Prime to run on separate computers simultaneously. Contractor may include product and software support and upgrade as necessary in their quotation. Contractor shall deliver the item(s) FOB destination to the NIH campus in Bethesda, MD. Offerors will be evaluated on their ability to meet technical specifications. Offerors will also be evaluated on best value in relation to price. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. In order to be considered for award, the offeror must have completed the electronic annual Representations and Certifications requirement in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the federal System of Award Management (SAM), located at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Please reference this RFQ number on all correspondence. Quotations are to be sent electronically to hunter.tjugum@nih.gov prior to the closing date of this announcement.
