Description
The National Cancer Institute (NCI) plans to procure on a sole source basis with B&W Tek, Inc; 19 Shea Way, Suite 301 Newark, DE 19713 for a Turnkey diode laser system. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19 million. It has been determined that there is no opportunity to acquire green products or services under this contract. NCI conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. NCI is focused on the clinical translation of targeted imaging agents for cancer imaging. For the continuity and not to impede on NCI's current research, a second laser is needed from the same manufacturer. This diode laser system is to be used in a clinical trial with partnering institutions. NCI has established collaboration with Johns Hopkins University to conduct the first human trial of photoimmunotherapy (PIT) in patients with Head and Neck cancers. The light, however, must be of a particular wavelength and sufficient energy. The only manufacturer that makes diode lasers that emits light at the appropriate wavelength (690nm) is B&W Tek, Inc. This device has only recently become available is the only unit that meets the needs of this clinical trial. This diode laser will provide specific wavelength light (690nm) that will be used with surgical instruments to kill Head and Neck tumors in selected patients whose cancers have recurred after standard therapy. Thus, this diode laser is pivotal to the ongoing translation of PIT into clinical use. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 23, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
