- This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Division of High Consequence Pathogens and Pathology (DHCPP), Chronic Viral Diseases Branch (CVDB) intends to solicit and enter into a contract with Qiagen, Inc., 19300 Germantown Rd., Germantown, MD 20874, for annual maintenance services for a PyroMark Q96 MD Instrument. The Period of Performance will include a base year (9/28/2013 - 9/27/2014) and four (4) one-year option periods for a total period of performance of (9/28/2013 - 9/27/2018) The Government intends to solicit, negotiate and award sole source to Qiagen, Inc., using other than full and open competition procedures pursuant to the authority of the Federal Acquisition Regulations (FAR) 13.106-1(b)(1). The NAICS code for this acquisition is 334516 with a Small Business Size Standard of 500 employees. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. Award will be made applying Simplified Acquisition Procedures, in accordance with FAR Part 13. Qiagen, Inc., is the only company that can service/repair the laboratory instruments. They possess the required custom parts/software/firmware. Interested parties should submit a capabilities statement demonstrating their ability to provide the required services to the attention of Maria Nichols, by email at mkn2@cdc.gov no later than 2:00 p.m., Eastern Standard Time (EST) April 16, 2013. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the Contracting Officer.
