- This solicitation is an acquisition notice for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Kennedy Space Center (KSC) has a requirement for Video over IP Encoders. This notice is being issued as a Brand Name Request for Quotation for the following Haivision Products: Line Item 1: Part Number: F-MB21B-R Quantity: 2 Description: MB21 Makito X/Makito/Barracuda/Torpedo2 21 Slot Chassis - Rackmount 4RU Chassis - Up to 21 Makito/Barracuda/Torpedo2 mini-blades, Redundant AC power supply, 90-132V and 180-240VAC 47Hz-63Hz, 400 Watt max. Line Item 2: Part Number: B-292E-HDSDI2 Quantity: 7 Description: Makito X2 SDI Encoder Blade - H.264 IP Video Encoder Dual 3G/HD/SD-SDI or Composite input; up to 1080p60 HD Video; 32 kbps to 25 Mbps; 2x 2-channel AES digital and analog audio input; 10/100/1000 Ethernet; 12 VDC Chassis Required Line Item 3: Part Number: F-280-1 Quantity: 10 Description: Chassis - For one Barracuda mini-blades, single power supply Line Item 4: Part Number: MA1-F-MB21B-R Quantity: 2 Description: Advanced Maintenance Program for one year for F-MB21B-R. Includes hardware coverage as applicable (next business day delivery in North America or best available delivery service for international destinations), firmware/software upgrades and telephone hotline support. Line Item 5: Part Number: MA1-B-292E-HDSDI2 Quantity: 7 Description: Advanced Maintenance Program for one year for B-292E-HDSDI2. Includes hardware coverage as applicable (next business day delivery in North America or best available delivery service for international destinations), firmware/software upgrades and telephone hotline support. The Haivision encoders are needed for NASAs IPVideo network. 100% compatibility with existing equipment is required. Replacement of existing equipment is not in the best interest of the Government due to the cost and schedule constraints. Selection of another vendor results in unreasonable additional costs, and would require additional training of personnel. Using other equipment would introduce unacceptable risk of incompatibility, time delays, and an increase to the risk of mission failure. Delivery of the Video over IP Encoders and Slot Chassis is due by June 14, 2013. Period of performance for the Maintenance programs is June 14, 2013 to June 13, 2014. Quotation must reflect that the delivery date and period of performance can be met. Evaluation criteria are technical acceptability and overall lowest cost. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offers for the items(s) described above are due by April 10, 2013, 4:30 PM (EST) via email to maile.t.krienke@nasa.gov. Interested organizations may submit their written quotation or written detailed capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 PM EST on April 10, 2013. Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Questions must be received in writing (email) by 10:00 a.m. EST on April 8, 2013, to the identified point of contact. Offers must include solicitation number, FOB destination to KSC, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If an offer is submitted in response to this RFQ, the Offeror must have completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, available through the System for Award Management (SAM).
