Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to solicit and award a firm-fixed price indefinite-delivery, indefinite quantity contract to Tracewell Systems, Inc, 567 Enterprise Drive, Westerville, OH, 43081-8883 on a sole source basis. The following items will be procured: Estimated Quantity 17: Universal Keyboard Chassis, P/N 536-6501-F01-00 Estimated Quantity 17: Navigation Processing Unit Chassis, P/N 536-6501-F00-00 Estimated Quantity 17: Common Data Recorder Unit (CDRU) Chassis, P/N 510-1171-F00-00 Estimated Quantity 26: CDRU Shuttle Drive Chassis, P/N 110-2498-098-0C The period of performance will be three years. This purchase is not suitable for full and open competition for the following reasons: The items procured will be used in the Landing Craft Air Cushion (LCAC) Command, Control, Communication, and Navigation (C4N) systems. Naval Sea Systems Command (NAVSEA) has conducted an extensive qualification program for manufacturers of LCAC C4N systems and has determined that it is necessary to purchase the same rugged chassis for all System Baseline Configuration (SBC) 3 Service Life Extension Program (SLEP) craft to reduce the impacts to logistics and the Fleet ™s mission during wartime efforts. This qualification program involved formal testing to ensure one-hundred percent (100%) compatibility with all the LCAC C4N systems. Only the above items, manufactured and provided only by Tracewell Systems Inc. have been approved for LCAC C4N use. This notice of intent is not a request for competitive proposals. However, offerors wishing to qualify for future procurements should respond to this notice and provide documentation demonstrating their abilities to provide the same as or similar items noted above. Submit documentation to Angela Maher, Contract Specialist, via e-mail at angela.maher@navy.mil no later than 19 April 13. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery will be to the Naval Surface Warfare Center, 110 Vernon Ave, Panama City, FL 32407. The NAICS code is 334511 with a size standard of 750 employees.
