- This is a synopsis/pre-solicitation notice for non-commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia Site intends to solicit, on a sole source basis, the procurement of twenty-four (24) Air Intake Piping Assemblies, P/N 23059492 to General Tool Company as an authorized distributor for the Original Equipment Manufacturer (OEM), Rolls-Royce Corporation. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for twenty-four (24) Air Intake Piping Assemblies (P/N 23059492) in support of SSS Clutch Kits for DDG-51 Class Ships. General Tool Company is being solicited due to the material being acquired being part of an OEM upgraded system design. This design needs to physically mate with two other components that only OEM Rolls-Royce has knowledge of both component designs. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions.
