- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is 100% set aside for small businesses. In addition, only businesses that have completed form DD 2345, and are certified under the Joint Certification Program, are authorized to receive the technical data package. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for Wire Rope Assemblies (WRAs) in accordance with NSWC Crane Statement of Work, additional drawings and specifications that will be provided upon request. The WRAs are manufactured with a zinc socket attachment. Delivery of four First Article (Contractor testing) units will be required FOB Destination NSWC Crane 120 days after contract award, with inspection and acceptance at contractor facility within 30 days. Delivery of subsequent production units is required 120 days after receipt of order. Lot Acceptance testing is required on production units. A firm fixed-price, five- year, Indefinite Delivery, Indefinite Quantity (IDIQ) commercial contract is anticipated. FAR 13.5 procedures will be utilized. The minimum for the contract is award of CLIN 0001 for first articles The Contractor must be properly registered in the Government System for Award Management (SAM) to receive an award. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
