Description
Synopsis: The Architect of the Capitol (AOC) anticipates issuing a Request for Proposal for professional EA Services under Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract for the Capitol Power Plant Facility at AOC. The comprehensive scope of the E/A Services shall include documented experience, professional registration, and applicable expertise in comparable plant Mechanical Engineering, Electrical Engineering, Structural Engineering, Architectural Services, Environmental and Safety Engineering. Experience and expertise is also required for the engineering studies, designs and preparation of construction documents with respect to large scale Gas and Diesel Fuel Steam Boilers; Heat Recovery Steam Generators; Back-Pressure Turbine Systems; Chilled Water Systems; Fuel Handling and Storage Systems; Steam Heat and Chilled Water Distribution Systems; High and Low Pressure Piping Engineering Analysis; Boiler Systems Licensing Support; Heavy Industrial Facility Maintenance and Repair; operating under Digital Control Systems as well as older Analog Systems. The E-A shall also be able to consult on Air Permitting Requirements; Water Permitting Requirements; Hazardous Waste Management; Energy Efficiency; Electrical Distribution for both High and Low Voltage Systems; Plant Safety and OSHA Compliance; and other related plant operational measures to conduct studies, designs, construction documents, and compliance permits with local and federal agencies. Details on the required services will be provided in individual work orders The awarded contract base services will include Professional E/A Services with the period of performance for base services at 365 days from contract award. Each Option period will be as follows: Option Period 1: October 1, 2015 through September 30, 2016 Option Period 2: October 1, 2016 through September 30, 2017 Option Period 3: October 1, 2017 through September 30, 2018 Option Period 4: October 1, 2018 through September 30, 2019 The optional ID/IQ may be exercised at any time prior to the expiration of the base services and will include four option years. The cumulative amount of all task orders issued against the ID/IQ shall not exceed $10,000,000. The AOC is a legislative branch entity and as such is NOT subject to the Brooks A-E Act as implemented in Federal Acquisition Regulations (FAR) Part 36.6. The AOC will use Best-Value Trade-Off process. This RFP, and any subsequent amendments, will be issued in electronic format only and will be available on or about April 30, 2013 on Federal Business Opportunities (www.fbo.gov). Please be advised the date for solicitation posting is estimated and the actual posting date may be after the estimated date. The anticipated award date is December 31, 2013.
