PROJECT EXPERIENCE FORM (SIMILAR PROJECTS) Sources Sought Notice Federal Drugs and Food Administration (FDA)Bothell, Washington This is a Sources Sought Notice that is issued for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. The intent of this sources sought notice is to identify potential Small Business, 8(a), HUBZone, Service Disable Veteran Owned or Women-Owned Small Business firms capable of performing a design build project to renovate Federal Drugs and Food Administration (FDA) laboratory space located in Bothell Washington. The NAICS code is 236220 with a size standard of $33.5 million average annual gross receipt for the preceding three fiscal years. The results of the Source Sought response will help determine if there is adequate competition to set-aside for a given business class classification or conduct a full and open (unrestricted) procurement. If the Government proceeds with the procurement, a solicitation announcement will be published on the Federal Business Opportunities site. The government intends to utilize Best Value (Tradeoff) Source Selection Procedures in which Project Management Plan, Relevant Project Experience, Past Performance and Price will be evaluated by the government. The Government will not pay for effort expended in responding to this notice. Estimated award date for this potential contract is August 2013. Project Particulars: Delivery Method: Design Build Effort Contract Type: Firm Fixed Price Contract Price Range: The price range for this project is between $1 million and $3 million General Requirements: The contractor will be responsible for all management, design and engineering, materials, equipment, labor and other costs necessary to renovate the FDA Bothell facility. The expectation is that the Design Build contractor will work closely with of all the stakeholders to deliver a project that meets the expectations and needs of the FDA and GSA as defined within the scope of the project. Specific Scope: This effort includes, but is not limited to: Conducting preliminary research and investigation, Meeting with stakeholders to further develop requirements and alternatives, Conducting design review meetings at each stage of design submittals, Conducting value engineering sessions, and all construction and coordination efforts necessary to complete construction including; progress meetings, quality control, and commissioning. The FDA Bothell facility is an active lab with approximately 80 employees. The facility is roughly 60,000 sq.ft. of which 16,000 sq. ft. is active lab space. Modifications to the facility will include the following: 1. Re-design/build of facilities secure entrance (1,000 sqft) 2. Re-design/build of facilities sample receiving area (1,200 sqft) 3. Build out of mock/training lab (600 sqft) 4. Modify existing office area into level 2 microbiology lab with 3 class 5 clean rooms (3,780 sqft). 5. Modify existing office areas into level 2 chemistry lab (1,365). 6. Carpet & paint, modifications to partitions in various administrative spaces (15,000 sqft). 7. Protection of Artwork during construction 8. Occupied facility Submission Requirements: In response to this Sources Sought Notice, the firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a design/build contract for a multi-story, office and lab space renovation as described in the above scope. Interested sources are invited to respond to this sources sought announcement by providing the following information: 1. Complete the Similar Project Experience Template for three recent/relevant projects. 2. Provide the name of the Surety, maximum bonding capacity per project and aggregate maximum bonding capacity. 3.
