Description
The Bureau of Reclamation (Reclamation), Lower Colorado Region, has a requirement for painting fixed-wheel penstock gates and refurbishing fixed-wheel assemblies at Parker Dam and Powerplant. The Contractor will perform surface preparation and painting for all exposed surfaces of three (3) fixed-wheel penstock gates (Penstock Gate Nos. 2, 3, and 4) and refurbishing twenty-four (24) fixed-wheel assemblies per gate. Each penstock gate has nominal dimensions of 26 feet x 36 feet. Penstock Gate No. 1 was painted and refurbished in 2006/2007. Work on this gate will be limited to spot repair and recoating of damaged areas only. Work includes removal of the seal bars and seal bar clamps and repair and recoating of corrosion areas and/or failed coating areas. No work is anticipated on the fixed wheel assemblies for this gate. Parker Dam is located on the California-Arizona border, 20 miles southeast of Lake Havasu City, Arizona. The Powerplant and offices are located on the California side of the Colorado River in San Bernardino County, CA. This requirement will be set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 238320 Painting and Wall Covering Contractors and a small business size standard of $14.0M. The estimated price range is between $1,000,000 and $5,000,000. Interested firms must be SSPC-QP2 certified for field removal of hazardous coatings from complex structures. The solicitation, in the form of a Request for Proposal (RFP), will be issued on or about June 1, 2013, with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
