S Y N O P S I S Solicitation Number: FA4613-13-R-0005 Project Numbers GHLN 05-1102A and 05-1102B Demolition and Site Restoration of Dormitories 835 & 836 NOTICE TO OFFERORS : Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Work primarily consists of, but is not limited to, providing all labor, material, equipment, permits and management to: Remove and dispose of any remaining appliances. Remove and dispose of all existing concrete pads; demolish foundation walls and other below-grade construction including concrete foundations, footers slabs and pavements. Fill-in below-grade areas and voids. Cut and cap any utilities. Hydro seed all areas disturbed by demolition. Provide fencing and security as needed during demolition. The Period of Performance is 90 days for each dormitory. The contractor is responsible to completely abate all asbestos-containing material (ACM) including floor tiles. The contractor is responsible to conducting inspections/testing to ensure that all ACM is identified to include floor tiles, mastic, and building roof. Based upon the age of these dormitories lead based paint (LBP) is presumed to be located on all painted surfaces. For demolition purposes, either a toxicity characteristic leaching procedure must be performed on all material or the contractor can perform a full LBP abatement. The contractor will coordinate with Wyoming DEQ for all required testing and permits. These dormitories were constructed in 1957 and are cinder block/concrete construction 3-story buildings and stand adjacent to each other. These dormitories have been remodeled over the years with the last major renovation in the late 1980s. This proposed contract is being set-aside as a 100% Small Business Set-Aside. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 238910, Site Preparation Contractors with an ISIC Code of 4311 Demolition. The size standard for NAICS 238910 is $14.0 million. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, and Small Disadvantaged Business that are interested in performing this requirement. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. An electronic copy of this solicitation will be available at www.fbo.gov on or about Wednesday, May 1, 2013 and the closing date for the receipt of proposals will be on or about Friday, May 31, 2013. An organized site visit is tentatively scheduled for all prospective vendors. The particulars of the site visit will be included in the solicitation.
