Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Notice: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of the Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is: 561621. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include: 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between work that will be accomplished by the prime and the work accomplished by the teaming partners. The Mission and Installation Contracting Command (MICC), Fort Bragg is conducting market research to determine the existence of potential small business sources to provide supplies and services as required for hardware and requisite software installation to provide a standalone electronic security system (ESS) for a sensitive compartmented information facility (SCIF) on Fort Bragg. Specifically, the Contractor shall provide and install a complete operational ESS in conjunction with the completion of construction of the new SCIF. The requirement will be completed in accordance with the Performance Work Statement (PWS). This requirement is in support of MICC, Fort Bragg. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov if necessary. The Government shall not reimburse the costs of preparing responses to this request for information. The MICC, Fort Bragg intends to issue a formal RFP in April 2013 timeframe for the acquisition of supplies/services required for this effort at Fort Bragg. The estimated contract period is 1 May 2013 through 1 June 2013. The Contractor will also have the necessary security clearance(s) needed to have access to a SCIF on Fort Bragg. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Please limit your submissions to ten (10) pages. Send responses to the MICC, Fort Bragg, ATTN: CCMI-RCB-BR, Bldg 2-1105C Macomb Street, Fort Bragg, NC 28310-5000. The preferred method of submission will be to forward responses in electronic format to markese.a.tyson2.civ@mail.mil and cc'd to james.r.burkes2.mil@mail.mil using PDF or Microsoft Word documents. In order to be considered in this market research survey, please reply by 11:30 EST on Thursday, April 11, 2013. Interested and qualified sources should provide the following information: 1. Company name, point of contact, email address, telephone and fax numbers, type of business and size. 2. The proposed NAICS code for this requirement is 561621. If you suggest a different NAICS code please explain why. 3. Does your company have experience with provision and/or installation of integrated Video Monitoring Systems (VMS) and Access Control Systems (ACS)? If so, please detail experience and scope of past experience. 4. The Government anticipates a one (1)-month completion time for installation and testing of all equipment necessary to complete functionality of the final ESS. Does your company, as a potential offeror, see any risks or difficulties in fulfilling this shorter period of performance? 5. If selected to provide the ESS, your company may be required to provide follow-on maintenance support on-site, at Fort Bragg, NC to ensure repairs and responses to routine service calls will be completed within an established timeframe outlined in any formal agreement. Does your company have the expertise and the staffing capability to maintain on-site support at Fort Bragg, NC for the proposed period of performance? Please explain. 6. If your company does not have specific experience with provision and/or installation of a VMS and ACS, if applicable, please explain how other relevant experience can fulfill the requirement. Include how recent the relevant experience examples were and how they can be leveraged to fulfill the stated requirement. 7. What type of professionals with what experience would you staff to meet this requirement? (e.g. Electrical Engineers, IT Professionals, etc) 8. Does your company specialize in related IT services involving Intrusion Detection Systems (IDS) or possess any other specialized experience relevant to this industry? If yes, please provide details. 9. Does your company have the adequate financial resources to perform the contract, or the ability to obtain them? 10. Provide a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance.
