- The United States Army Contracting Command - New Jersey (ACC-NJ) Picatinny Arsenal, New Jersey 07806-5000, on behalf of the support of Program Manager Individual Weapons(PM-IW) has a requirement for 12,400 M320/M320A1 40mm Grenade Launchers. The U.S. Army intends to satisfy this requirement by soliciting, negotiating, and awarding a sole source effort with Heckler and Koch Defense (HKD), 19980 Highland Vista Drive, Suite 190, Ashburn, Virginia 20147 based on FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. HKD possesses the manufacturing, inspection, and testing capability to deliver the M320/M320A1 in accordance with the Government's requirements. In addition, HKD owns the technical data rights to the M320/M320A1, which is the only type classified grenade launcher able to meet the Government's requirements. The planned award will be a firm fixed price contract. The contract will include a provision for a base amount and up to two (2) options for a total of 12,400 M320/M320A1 40mm Grenade Launchers. A Justification and Approval (J&A) has been approved and will be posted for public record in accordance with Federal Acquisition regulation (FAR) 6.305 -- Availability of the Justification. Solicitation W15QKN-13-R-0002 is estimated to be released on or about 18 January 2013.
