Description
The following contemplated acquisition will be procured under the authority of Defense Acquisition Regulation Supplement (DFARS) 225.7703-1 and Section 886 of the 2008 National Defense Authorization Act (Public Law 110-181 which limits competition to Afghan owned firms. Only Afghan owned firms need respond. Afghan First Documentation (AISA quote mark D quote mark License): A firm must satisfy the following requirements to be considered eligible for consideration under the Afghan First program: a. 51% or greater share of ownership of the business entity belongs to one or more Afghan citizens. b. Provide a copy of current quote mark D quote mark (Domestic) class business license issued by the Afghanistan Investment Support Agency (AISA) of the Government of the Islamic Republic of Afghanistan. c. The business operates from a physical address in Afghanistan. d. The owners that hold at least 51% share of the business hold a Taskera Passport The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for marketing purposes only, from capable and reliable sources to perform Site-Adaptation methodology using standardized designs for the construction of a regional contracting and bidding facility for the Afghan National Army (ANA) in Kandahar Province, Afghanistan. This facility will be a one-story building consisting of offices, a meeting area, sample storage and living spaces for the staff. Site adaptation methodology includes providing site utility construction and general building construction, including but not limited to incidental minor construction, excavation, plumbing, demolition, electrical / structural / mechanical / concrete work. This will be a turn-key facility and the requirement to purchase furniture and computers should also be considered. Interested offerors should also be prepared to provide adequate security to protect personnel, property and work site. If a solicitation is released at a later date, a Firm-Fixed-Price contract type is being considered. The Period of Performance is anticipated to be 500 days. A. Site location: Kandahar Province - 205th ANA Regional Corps Bidding Facility This new facility will be collocated within or near the existing ANA Regional Corps Headquarters. B. The magnitude of construction for the regional bidding facilities in Kandahar is between $500,000 to $1,000,000 (each location). C. Automated Capabilities Statement entries must be completed prior to the release of the solicitation due to the fact that solicitation password information is only sent to those who have completed the on-line Capabilities Statement. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. In the comments section, please provide a statement of your firm's ability to execute projects in Kandahar Province. Please submit your responses no later than 22 April 2013. No hard copy, e-mail or facsimile submissions will be accepted. Additionally, since this is a request for information only, your response shall not constitute an offer. Only those companies who respond with a complete Capabilities Statement shall be considered for inclusion in the limited competition. Please be advised that in order to be eligible for contract award with USACE, your company must be registered in both the Joint Contingency Contracting System (JCCS) and the System for Award Management (SAM) systems. It is recommended that you take the necessary steps now to ensure that your company is registered in both of these systems. JCCS is the primary system for host nation vendor vetting for CENTCOM. Effective 01 October 2011, offerors for all USACE solicitations shall be JCCS registered. Information on JCCS registration is available at: https://www.jccs.gov/olvr/bta_jccs_default.aspx. The System for Award Management (SAM) replaced Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) in July 2012. SAM combined the capabilities and data of these systems together, streamlining processes and simplifying access to information.
