Description
Updated notice to industry. This notice has been updated from the previous notice dated August 14, 2012 to provide the vendor community with up-to-date information on the U.S. Department of Homeland Security's (DHS's) Office of the Chief Information Officer and the Office of Procurement Operations' intent to issue multiple procurement actions to obtain information technology managed services in support of DHS Headquarters and its supported components. This suite of service contracts was collectively referred to as "Falcon" in previous notices. While the program efforts will continue, the name Falcon will no longer apply. This will be the last consolidated notice for these procurements. DHS will provide updated information either through the Federal Business Opportunities (FedBizOpps) website, the Acquisition Planning Forecast System (APFS), or through GSA eBUY as appropriate for the following procurements: Cellular Wireless Managed Services, Managed Print Services, Local Area Network Managed Services (LAN Managed Services), Desktop Support Services (Help Desk, desktop end-user support, non- National Capital Region (NCR) network operations and maintenance, and desktop engineering services), Asset Management, and Infrastructure Support services that includes IT Governance, engineering support, Program Management Office (PMO) support and IT continuity management. More information on these procurements is provided below. Please note that the acquisition strategies and information presented is subject to change as requirements develop. Cellular Wireless Managed Services (CWMS) will be a FAR Part 8 DHS-Wide Blanket Purchase Agreement (BPA) with a BPA order for DHS Headquarters to be placed after BPA award. With CWMS, DHS seeks a full managed services solution for its management of wireless devices and services from device procurement through issuance, to asset management and device disposal. The Request for Quotes (RFQ) for CWMS was issued under GSA Schedule 70 in November 2012. Award is anticipated in the third quarter of FY 2013. LAN Managed Services will be competed using the GSA WITS 3 contract and will result in a fair opportunity award for DHS Headquarters. With LAN Managed Services, DHS Headquarters seeks to transition its current network management to a contractor owned contractor operated state. The solicitation for LAN Managed Services was released to the WITS 3 contract holders in August 2012 and it is anticipated that award will be made in the third quarter of FY 2013. Asset Management includes proper receiving, storage, handling, issuance, transportation and/or delivery, tracking, accountability and disposal of all OCIO owned and/or managed IT assets. It is anticipated to be a competition against the GSA Federal Supply Schedule 874, Mission-Oriented Business Integrated Services (MOBIS). The projected issuance date of the solicitation is the third quarter of FY 2013. Desktop Support Services (DSS) is anticipated to be a FAR Part 8 procurement conducted under GSA Federal Supply Schedule 70. Information on the final acquisition strategy will be provided in APFS. The solicitation will be issued in the third quarter of FY 2013. Managed Print Services (MPS) will be competed using the GSA Federal Supply Schedule 36. It is anticipated the solicitation for MPS will be released in the third quarter of FY 2013. The final associated procurement, Infrastructure Support Services (ISS), that includes IT Governance, Program Management Office (PMO) support, and IT continuity management, is currently in the planning stages. More information will be provided under a separate announcement as it becomes available. The procurement approach for this remaining requirement is yet to be determined. Updates will be posted to APFS. It is anticipated that this remaining solicitation will be issued in the fourth quarter of FY 2013.
