- ESR FENCING BPA FOR OREGON/WASHINGTON, EASTERN DISTRICT AND IDAHO AREA OF RESPONSIBILITIES. This procurement is a SMALL BUSINESS SET ASIDE. The Bureau of Land Management (BLM), Oregon State Office has issued a Request For Quotation for a firm fixed price construction non-commercial Blanket Purchase Agreement (BPA) for fencing, furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to construct, maintain, and/or remove rangeland fences and fence features. Area of responsibility locations are in Prineville, Vale, Lakeview, Burns, Oregon, and Spokane, Washington, and Coeur d Alene, Boise, Idaho Falls, Salmon, Southern Idaho, and Twin Falls, Idaho and portions of Humboldt County, Nevada. The BPA period of performance is for 5 years from the date of award. The NAICS code is 238990 and the small business size standard $14.0 Million. Estimated solicitation issue date is April 22, 2013. The basis of award is the lowest price determined fair and reasonable to the responsible respondent pursuant to FAR subpart 9.1.
