- 1. NOTICE OF CONTRACTUAL ACTION FOR NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT for up to 6 months of continued OCONUS Blue Devil Block 1 Operations & Maintenance (O&M). This is an announcement that the United States Air Force (USAF), Air Force Research Laboratory (AFRL) intends to issue/award a sole source contract to Science Applications International Corp (SAIC), San Diego, CA for the purpose of tasking the contractor to continue to provide operational mission support and associated system maintenance of Blue Devil Block 1 system including an advanced GFE sensor suite for integrated automated tipping and cueing capability. The continued O&M of the advanced GFE sensor suite mentioned previously is a continuation of the previous O&M and R&D of this capability, including the OCONUS and CONUS flight test and integration of the advanced GFE sensor suite, and modification of up to four contractor owned and operated aircraft (the government has not and will not accept/take title/delivery of these aircraft) already completed under contract FA8650-07-D-1104 Task Orders 0002 and 0004, FA8650-08-C-1373, and FA8650-10-C-1887 with SAIC. The Air Force will task contractor personnel to deploy, operate, and maintain all equipment required to provide operational mission support OCONUS beginning 30 Jul 2013 through Jan 2014. 2. The estimated value of this work is $30M. Contractor responsibilities include deployment, operation and maintenance of up to four contractor owned and operated aircraft, modified with the GFE sensor suite and associated mission support equipment; configuring operating and maintaining the sensor suite, communications equipment and ground stations; collecting data; providing data feeds to operational units in fixed or mobile sites using ground terminals or remote video receivers; collecting operational metrics regarding the suitability of the delivered data; applying upgrades to component hardware and software as directed by AFRL engineers, or as they find necessary or expedient to conduct operations and maintenance; and providing CONUS based mission support (management, engineering, logistics, etc). 3. The work to make the four aircraft, two ground stations and four sensor suites ready to deploy has been done already under contract FA8650-07-D-1104 under Task Orders 0002 and 0004, continuous improvements and system upgrades under contract FA8650-08-C-1373, and conduct of the technical assessment and operational demonstration and O&M under contract FA8650-10-C-1887. The extensive integration, test effort, and ongoing O&M accomplished by SAIC includes integration and flight testing of the installed day and night Wide Field-of-View (WFOV) and High Definition (HD) sensors, advanced geo-location sensors and data link capable of sending integrated sensor data in real time to fixed and mobile ground stations, and preparation and flight test of the two aircraft, including installation of aircraft survivability equipment (ASE). 4. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Paul Smith, Contracting Officer, via email at Paul.Smith@WPAFB.AF.MIL. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contractual action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Direct questions to the Contracting points of contact (POC's) identified in this announcement. 5. General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of the contract. The Critical Information List will be provided upon request by the AFRL Sensors Directorate Security Office. While working on the government installation, OPSEC will be provided by the AFRL Sensors Directorate Security Office.
