- Q14. The State department and CIA websites seem to indicate the area has no significant U.S. travel restrictions but because NOAA has done some work in that area in the past, where there any safety or security concerns that your scientific (dive) team encountered that the contractor might have to address or should be prepared for during this effort? A14. NOAA defers to the State Department with respect to security notices and recommendations for international destinations. Q15. Are there any page limitations on our proposal? A15. Proposals should succinctly and in a well-organized fashion provide the review committee with the information required by the Request for Proposals. Vendors may include any other information that they feel is relevant. There are no page limits on the proposal. Q16. If one contractor is also going after the "live-aboard" RFQ will they receive a more favorable review because of potential efficiencies or are these two contracts completely separate from each other and will be assessed independently. A16. The two solicitations will be assessed independently. Q17. Will the same dive team be staying in Timor Leste and moving from one contract to the other (live-aboard contract) or will the contracts be occurring concurrently with two separate teams. A17. It is anticipated that the two field missions will NOT overlap in time. Scientific staffing decisions have not been finalized at this time and it is unknown if the science staff on the first mission will be exactly the same as on the second mission. Q18. We would like to hand deliver our proposal(s) to your office. Is that acceptable or would you prefer an electronic delivery? A18. Electronic delivery as a PDF document is preferred. Please contact us if you have additional questions about other electronic delivery file formats. Q19. We would like to request an extension on both contracts (PIFSC-13-005 and PIFSC-13-006R) for a submittal due date of Friday, April 12, 2013. A19. Please submit all proposals no later than the existing deadline.
