Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number: W912L9-13-R-0014 Notice Type: Combined Synopsis/Solicitation Synopsis: The following items are needed: Portable Toilet Rental and Cleaning Services - IDIQ Agreement. The offers received will be evaluated by a best value determination and is subject to the availability of funds. Items / Information: 1.SCOPE. This Performance Work Statement (PWS) defines the need for Chemical Latrines and Hand Washing Stations. It includes the set up, installation, transportation, as well as, the associated services of cleaning, maintenance and replacement. 1.1.BACKGROUND. This program was initiated to accommodate our customers, as they mostly travel by foot on the installation. There is a requirement to be in areas without plumbing, for long periods of time. This significantly improves our capabilities to satisfy our customers. 2.APPLICABLE DOCUMENTS. FM 21-10 Field Hygiene and Sanitation and Federal Acquisition Regulations (FAR) 52.245-8 3.REQUIREMENTS. 3.1.GENERAL. The work required by this contract shall be performed in accordance with this SOW. The contractor shall coordinate the location and number of Chemical Latrines and Hand Washing Stations required at each location. The contractor shall have a schedule of cleaning times. The contractor shall move the Chemical Latrines and Hand Washing Stations upon change of need. The contractor shall be responsible for the accountability and maintenance of all equipment necessary for the completion of the contract. The contractor shall provide all the personnel to accomplish the work required by this contract. The contractor shall supervise and oversee personnel who are qualified in the respective areas of responsibility. 3.2.DETAIL TASKS. 3.2.1.Chemical Latrines and Hand Washing Stations 3.2.1.1.The contractor shall provide latrines and hand washing stations or use the Government Furnished Equipment (GFE). 3.2.1.2.The contractor will provide service or maintenance and supervision of latrine placement, replacement, or removal. It will be necessary for the contractor and employed personnel to set up, install, maintain, take down, and transport all latrines and peripherals to and from the training sites upon completion. 3.2.1.3.The contractor shall provide/or use the GFE to meet the mission requirements required by the Contracting Officer's Representative (COR) or Contracting Officer (KO) in accommodation of both genders and handicapped accessibility. 3.2.1.4.The contractor is also responsible to deliver and fill fresh water supply tanks at multiple sites as directed by the COR or KO. 3.2.1.5.The contractor must also supervise and conduct the removal of gray water or black water from tanks or latrines at multiple sites as directed. Also, from all hand washing stations,' and showers quote mark in service quote mark. 3.2.2.Fresh Water Supply Tanks 3.2.2.1.The contractor shall be responsible to fill the fresh water supply tanks to meet the following specifications for their respective locations: 3.2.2.1.1.Contractor must utilize the current potable water sources located on CAJMTC, MUTC, and any other location as directed by the KO for completion of this requirement. 3.2.2.1.2.All fresh water supply tanks designated to be quote mark in service quote mark by the COR or KO, will be filled upon notification of requirement by the designated COR or KO within 24 business hours. 3.2.2.1.3.The contractor will ensure that all caps, covers, seals, and plugs are restored to original configuration to ensure prevention of contamination. 3.2.3.Grey Water Removal 3.2.3.1.The contractor shall be responsible to remove grey water from holding tanks to meet the following specifications for their respective locations. 3.2.3.2.Grey water disposal will be in accordance with current Indiana Department of Environmental Management (IDEM) regulations, or in conjunction with specification of all licenses held by the contractor and local waste water treatment facilities. 3.2.3.3.All grey water holding tanks designated to be quote mark in service quote mark by the COR or KO, will be emptied upon notification of requirement by the designated COR or KO within 12 business hours. 3.2.3.4.Contractor will ensure that all caps, covers, seals, and plugs are restored to original configuration to ensure prevention of contamination. 3.2.4.Portable hand washing stations 3.2.4.1.Hand washing stations can be dual or single sink with foot pump for water supply with a minimum capacity of 16 gallon fresh water / 19 gallon grey water capacity for small stations and 22 gallon fresh water / 24 gallon grey water for large stations. 3.2.4.2.Portable hand washing stations shall be manufactured of materials impervious to chemical and products associated with cleaning and servicing. 3.2.4.3.Portable hand wash stations will include paper towel dispensers that are protected from the environment and liquid soap dispensers. 3.2.4.4.All hand washing stations must be marked with a unique identification number clearly visible from 50' and include a log that will allow for a service day to be posted, this will occur upon completion of each service. 3.2.4.5.Contractor must be able to provide stations at designated locations within 24 hours upon request from the COR or KO. 3.2.4.6.Servicing of hand wash stations will include filling and or replacement of fresh water to maximum capacity (replacement of fresh water during a service is determined by the date of last fill, not to exceed 4 days) additionally, the removal of grey water, and filling of paper towel and liquid soap dispensers will be performed by the contractor only. 3.2.4.7.Liquid hand soap provided in the dispensers will meet the specifications for industry standards in prevention of spreading communicable diseases and kills 99.9% of germs. 3.2.5.Chemical Latrines 3.2.5.1.Chemical latrines will be fully enclosed and equipped with hand sanitizers. Chemical latrines shall be manufactured of materials impervious to chemical and waste products. The doors will be self closing, tight fitting, and lockable (Doors need to be capable of being locked during times of non-use as determined quote mark out of service quote mark by the COR or KO). During quote mark out of service quote mark periods as determined by the COR or KO, the contractor will be responsible for securing/locking the doors to prevent usage to include providing locks. The contractor will ensure that all latrines are equipped with two-roll toilet paper dispensers, hand sanitizer dispenser, and stocked while quote mark in service quote mark. 3.2.5.2.The contractor will ensure that all chemical latrines are tied down. The contractor shall provide all tie down materials. The contractor will be on call in the event that chemical latrines are blown down due to unforeseen circumstances. The contractor will reposition and clean the unit within 12 business hours of notification. 3.2.5.3.The contractor will have the capability to relocate and or supply additional latrines within 24 business hours of notification of COR or KO. 3.2.5.4.The contractor is responsible for ensuring that latrines are placed on level surfaces and meet safety concerns for usage in compliance with OSHA safety and health administration guidelines. 3.2.5.5.The latrines will be properly marked / numbered with letters/numbers to identify the units for inspection and accountability. These markings should be large enough to be seen from a distance of 50' approximately 6 quote mark lettering and include a log that will allow for a service day to be posted, this will occur upon completion of each service. 3.2.5.6.Servicing of chemical latrines will include vacuum sewage, replace chemicals, pressure rinse and wash inside and outside all units to ensure that the latrines are continuously free of dirt, grime, trash and foreign material relating to the units. Check hand sanitizer bag to ensure adequate supply on hand to meet quote mark in service quote mark requirements. 3.2.5.7.Liquid hand sanitizer provided in the dispensers will meet the specifications for industry standards in prevention of spreading communicable diseases, alcohol based and kills 99.9% of germs. Units will be of at least one liter in volume and will be replaced during the normal servicing if less than 10% full. 3.2.5.8.Toilet paper provided in the chemical latrine will be manufactured of 100% recycled materials and meet the industry standards for bio degradability and local waste water treatment facility. Rolls are to be replaced during a service if less than 50% of stock is on hand. 3.2.6.Quality control 3.2.6.1.The contractor shall follow the quality standards as established by the government. 3.2.6.2.The contractor will be responsible for clean-up of spills related to the operation of the servicing, cleaning, and placement of chemical latrines. For reportable spills by IDEM standards, notification will be made to the COR, KO, and specific location's (CAJMTC, MUTC, and any other location as directed by the KO) environmental office once reactions have been initiated in accordance with the specific location's (CAJMTC, MUTC, and any other location as directed by the KO) spill response plan. 3.2.7.Government-furnished equipment (GFE) and services. 3.2.7.1.Replacement of GFP or equipment. There will be minimal GFP or equipment other than potable water, portable hand wash stations, and sources of grey/fresh water tanks. 3.2.7.2.Loss of or damage to GFP. Upon discovery of loss or damage to GFP, equipment, or material, the contractor shall immediately notify the contracting officer's representative (COR) or contracting officer (KO) by verbal means. A written notification shall follow within two days. The contractor shall investigate and report in writing to the COR and KO all cases of loss, damage, or destruction of GFP in its possession as soon as the facts become known, but not later than fifteen (15) days after discovery. 3.2.7.3.Liability - See Federal Acquisition Regulations clause 52.245-8, Liability for Facilities. 3.2.7.4.Completion of contract - Upon contract completion or termination of the contract, the government and the contractor at the written direction of the KO shall conduct a joint inventory. The contractor designated funds manager, COR, and quality assurance evaluator will be present at these inventories. 3.2.8.Services the government will furnish 3.2.8.1.All grey water collection tanks and fresh water supply tanks will remain government property and not be considered GFE and as such the government shall provide a unique identification code i.e. numbers letter for identification in servicing / billing purposes. 3.2.8.2.Government will provide two (2) fresh (potable) water sources at CAJMTC, one (1) fresh (potable) water source at MUTC, sources will vary for other locations as directed by the KO. These sources are for use in execution of contract requirements i.e. servicing / cleaning of units and fresh water supply tank filling. The contractor shall provide to the COR a monthly report of the gallons of fresh (potable) water dispensed from sources provided by the government in execution of the contractor requirements. 3.2.9.Personnel 3.2.9.1.The contractor shall furnish all personnel to accomplish work required by this contract. The contracting supervisor shall oversee personnel who are qualified in their respective areas of responsibility. 3.2.9.2.Certifications and qualifications - All contractor personnel will have a working knowledge of cleaning and environmental requirements for the usage of chemical latrines. 3.2.9.3.Conflict of interest - The contractor shall not employ a person who is an employee of the U.S. government or a Department of Defense military or civilian if the employment of that person would create or appear to be a conflict of interest. 3.2.9.4.Background check - All contractor personnel are subject to and must approve a police record check be accomplished before working at Camp Atterbury Joint Maneuver Training Center (CAJMTC), Muscatatuck Urban Training Center (MUTC), and any other location as directed by the KO). 3.2.9.5.Use of alcoholic beverages/drugs. The use of alcoholic beverages or illegal drugs by contractor personnel while on duty and on CAJMTC, MUTC, and any other location as directed by the KO is strictly forbidden for the duration of the contract. The contractor shall immediately remove and replace employees who are under the influence of alcohol or drugs. 3.2.9.6.Theft - If a contractor employee is observed and verified stealing government property, the proper authorities will be contacted and the contractor shall immediately remove the employee. 3.2.9.7.Removal of contractor employees. All personnel employed by the contractor in the performance of this contract or a representative of the contractor entering the government installation shall abide by all security regulations of the installation and shall be subject to such checks as may be deemed necessary. The government reserves the right to direct the removal of an employee for misconduct, security reasons, or overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the contractor from responsibility for total performance of this contract. 3.2.9.8.Vehicle operators - Contractor personnel operating privately-owned vehicles on the installation shall have a valid state license to operate a motor vehicle as well as the commensurate insurance required for the state in which their vehicle is registered and shall comply with the current CAJMTC, MUTC, and any other location as directed by the KO standing operating procedures. (Contractor is responsible to ensure all employees have current vehicle insurance.) All vehicle operators should be aware of bridge weight limitations (For CAJMTC - maximum of 22 tons on post, with some bridges having a 5-ton weight limit), road network conditions, and traffic ability. The forward operating bases (COLs) and some areas of MUTC are only accessible by gravel or dirt roads. 3.2.10.Submission of invoices/special contract requirements 3.2.10.1.Payment options: The contractor will invoice the government for COR/KO requested latrines monthly or within fifteen (15) days after the end of a special government exercise or activity and provide direct service to Camp Atterbury / MUTC customers/users latrine requests accepting credit card payment. All latrines not requested by the COR/KO will be provided under the direct service option and be paid for via credit card on site at Camp Atterbury / MUTC by the Camp Atterbury / MUTC customer/user. Contractor will provide daily, weekly and monthly rental options including customizable cleaning options. 3.2.10.2.Direct Service Payments: All Camp Atterbury customer/user requested latrine payment collection is the sole responsibility of the contractor. 3.2.10.3.Usage Reporting: Contractor must have the ability to separate usage between normal monthly usage and special exercise / activity usage. Usage reports will be submitted monthly or within fifteen (15) days after the end of a special government exercise or activity consisting of complete listing for all units used. The direct service units will be reported separately on the same report for visibility purposes.
