THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Health and Human Services Department-Food and Drug Administration's National Center for Toxicological Research (NCTR) in Jefferson, Arkansas is in need of services for waste dispose of non-regulated solid waste for landfill disposal and recyclable material collection which comply with all federal and state regulations and sustainability/recycling efforts. NCTR is seeking to find small business contractors that can provide these services. Please note that the the small business must be responsible for providing at least 51% of the proposed services that it offers as a solution. Merely subcontracting or outsourcing the services to a large business is not an acceptable solution and the prime contractor would not qualify as a small business. Objectives: Bi-Weekly (2 times per week) collection of 13 - 6 & 8 cubic yard Contractor furnished front load containers and monthly roll-off exchange of 3 - 40 cubic yard (roll-off) Contractor furnished containers Contractor Tasks: The Contractor service shall provide: • Front-load containers - 6 & 8 cubic yard for landfill disposal (wheeled and non-wheeled) • Roll-off dumpsters for bulk material collection - 30-40 cubic yard bulk container (recycling container with lid and open top • Two (2) collections services per week for front-end load containers • Roll-off dumpster(s) collection/replacement shall be upon request within two (2) business days of notification at minimum of one (1) time per month • Collection Monday thru Friday (6:00AM to 6:00PM) excluding Saturday, Sunday, and Federal holidays • Collection vehicles free of leaks that allow liquid or solid material to be released on the Facility • Replace container located at Building 12 (cafeteria) at a minimum of once a monthly with a clean odor-free container • Replace collection containers that have structural failure or damage • Respond to any complaints within two (2) business days • Notification of any deviation from scheduled pickups • Collection monitoring for scheduling accuracy, proper waste disposal, sustainability compliance, and all contractual requirements Place of Performance: The Contractor will provide the requested services on the NCTR campus located at, 3900 NCTR Rd. Jefferson, AR., 72079 If you are a small business concern under NAICS CODE 562111 - Solid Waste Collection; Size standards $12.5 million, and believe that your firm would be able to provide the FDA the item as described, please submit an e-mail to howard.nesmith@fda.hhs.gov. The vendor should include information about their company, as well as demonstrate they have experience providing these services in the local area. Responses to this sources sought announcement will assist the Government in determining whether or not any future requirement(s) similar to this one should be set aside for small business or made available to full and open competition. The DEADLINE for receiving responses is 1:00 p.m. Central Time, April 18, 2013. Responses received after the deadline or without the required information shall be considered unacceptable and shall not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
