Request for Information: CBEP Field Epidemiology Qualification Date: 19 March 2013 Notice Type: Sources Sought Synopsis: The Defense Threat Reduction Agency (DTRA) requests capability statements from companies for the purpose of identifying potential sources for the Cooperative Biological Engagement Program (CBEP). Funding is not available for any information or proposals submitted. Submitting information does not bind DTRA to any future contracts resulting from this Request for Information (RFI). This RFI is issued to assist the agency in performing market research to determine industry interest and sourcing capability. THIS IS NOT A SOLICITAION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. In alignment with DTRA-CBEP missions and objectives, DTRA-CBEP is requesting the following information: CBEP aims to restructure its training program through the creation of a measurable, goal-oriented framework that is internationally recognized and endorsed. The framework will enable CBEP management to objectively and clearly articulate intent and achievement of CBEP international training program goals. To this end, CBEP seeks support from an established, leading epidemiology organization to create a goal-oriented training evaluation framework that defines criteria for trainees' achievement of CBEP Qualification(s). The provider may also support the modification of a CBEP training curriculum around the established CBEP evaluation framework if or as needed. The provider should not only convey international reputation in the area of epidemiology, but should also demonstrate experience in performing similar activities in low-resource international settings. The evaluation framework should set out measurable goals that can be achieved as trainees' attain skills and competencies according to international standards and as aligned with biothreat reduction goals within CBEP's mission area. Met goals, and milestones toward achieving these goals, should be marked by internationally endorsed CBEP Qualifications that are objectively and consistently defined. Achievement of a CBEP Qualification should carry value beyond the CBEP program and in the international epidemiological community; it should represent an apparent step toward an international certification or educational goal that trainees and partner country stakeholders may aspire to. The responding organization/provider should be unbiased to the greatest extent possible. The goals set forth by this certification/qualification framework will become the basis for DTRA management's metrics program to evaluate epidemiology training progress and proficiencies achieved by training programs, to support decision-making about when a given training program may be considered "complete", and to gauge whether milestone goals are effectively met along the way. Please address your ability to conduct the following activities in your capability statement: 1. Establish a set of field epidemiology core competencies that would enable individuals to contribute to CBEP's threat reduction mission goals. a. The competency set should cover all aspect of field epidemiology that improve biological threat reduction capacity related to select agents, but can also include additional criteria that might be useful and/or required for broader international certification in a similar field. 2. Based upon the established curriculum, develop an evaluation framework to be used to qualify individuals in CBEP partner nations in field epidemiology. a. The framework should include methodology for assessing individuals that have completed CBEP-supported epidemiologic training. Assessments should determine the individuals' ability to demonstrate attainment of skills and competencies identified in the curriculum that are consistent with international standards. b. The framework will take into account that individuals of varying levels of expertise participate in CBEP field epidemiology training programs, so the set of competencies to be measured will vary based on the capability level deemed appropriate for the position of the individual. 3. Develop testing materials, which can include computer, paper, and field-based components. 4. Create and execute an implementation plan for the administration of the evaluation framework including progress reporting mechanisms. 5. Develop the evaluation framework with the goal of gaining international recognition and the ability to endorse it as valuable in creating and maintaining an effective event surveillance network with a focus on select agents. Responses are not to exceed five (5) pages in length. No telephonic submissions will be honored. All capability statements shall be submitted at no cost or obligation to the government.
