- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, and/or Service-Disabled Veteran-Owned Small Businesses, or whether to issue as full and open competition (unrestricted). The Naval Facilities Engineering Command Southeast (NAVFACSE) intends to award one Indefinite Delivery Indefinite Quantity Environmental Technical Services (ETS) contract for Monthly Pickup and Disposal of Chemo Waste (Hazardous and Bio-hazardous Waste) in Support of the NAVFAC Southeast Area of Responsibility (AOR). Project locations include, but are not limited to, Navy Bases, Naval Joint Bases, and Navy Reserve Centers and special activities within their cognizant areas of responsibility within Florida, Georgia, South Carolina, Mississippi, Louisiana and Texas with primary focus on NAS Pensacola, Florida. The anticipated firm fixed price indefinite delivery indefinite quantity contract is valued at $4M over the life of the contract. The contract shall be structured to include a base period of 12 months and four one-year option periods. The contract shall not exceed 5 years or $4M. The estimated range of task order values is $5,000- $500,000.00. The range is an estimate and the Government may place orders below or above this amount. The NAICS code for this contract is 562211 and the size standard is $12.5M. Work will include providing all labor, materials, equipment and supervision necessary to pickup, remove, and dispose of Chemo/Pharmaceutical/Bio/Chemical/Pathological waste monthly, with Manifest, and providing and delivering new containers with labeling as required. Requirements and documentation, including Manifest, as required by DOT, EPA, and FDEP will be provided. Training will be provided as requested. Contractor shall collect, transport and dispose of all bulk chemo/pharmaceutical/chemical/ bio-hazardous/pathological waste generated by the Naval Hospitals within the AOR with specific focus on NAS Pensacola, Florida every 4 weeks per Environmental Protection Agency Guidelines. Chemo waste is defined as mixed waste (Chemical Bio-hazardous Waste & Bio-hazardous Waste) including sharps, hypodermic needles, microbial cultures, laboratory containers and slides that meet the definition of regulated medical waste under 29 CFR 1910.1039/ 49 CFR 173 and Infectious Waste arising from those agents listed under 42 CFR 72.3. Hazardous Waste is defined as any waste containing hazardous, toxic or radioactive substances, as such terms are defined by applicable laws, including any substance regulated by the toxic substances control act, 15 U.S.C. Section 2601, as amended, or any listed characteristic hazardous waste under the Resource Conservation and Recovery Act, 42 U.S.C. Section 690, as amended, or under any comparable state or local laws, and any waste material that has been mixed with, derived from or came into contact with any of the foregoing. Human Pathological Waste includes tissues, organs and body parts including body fluids that are removed during surgery or autopsy or other medical procedures, and specimens of body fluids and their containers. All interested firms should answer the following questionnaire. This information will be used only to determine if there is interest by qualified firms and will not be used in award. Please limit your response to ten (10) pages or less. Completed questionnaires should be submitted to Mrs. Sarah DePeri at sarah.deperi@navy.mil. Questions may be submitted to the same.
