Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a request for information notice to identify capable sources to fulfill the below described services. The Missile Defense Agency (MDA), Targets and Countermeasures (TC) Program Office intends to award a contract for highly specialized services in support of Lockheed Martin developed and Government furnished target and countermeasures hardware. Lockheed Martin Space Systems Company designed, developed, and delivered specific target hardware for the Government, and will continue to deliver hardware for up to an additional 5-year after the end of the ordering period (Dec, 13). The major components for this hardware consists of the following major sub-stages for which the Government does not maintain the Technical Data Package/Rights, the interface control documentation for the launch vehicle components, nor the ground and flight software. However, Government does have the Technical Data Package/ Rights for the SR-19 and C-4 Boosters but not the booster interfaces. Launch Vehicle Two-Stage (LV-2) (quantity 2 or less) Re-entry Vehicle Assembly Payload Deployment Module Avionics Control Module Nth Stage Control Module Second Stage C4 motor Interstage Assembly First Stage C4 motor Ground Transporter/Erecter/Stool/Launch Control Van LPART cart and support equipment Extended Medium Range Ballistic Missile (eMRBM) (quantity 4 or less) Re-entry Vehicle Assembly Payload Deployment Module Avionics Control Module Nth Stage Control Module SR-19 motor Interstage Assembly SR-19 motor Carriage Extraction System (Carriage; Extraction Deployment Parachute System; Vehicle Restraint System; and Carriage Electronics) Medium Range Ballistic Missile Type 3 (quantity 6 or less) Booster Control Module SR-73 Booster Tactical Interstage SR-19 motor Tail Assembly Ground Launch Equipment Foreign Military Asset (FMA) (quantity 4 or less) Modified Ballistic Re-entry Vehicle-2 (quantity 4 or less) Modified Ballistic Re-entry Vehicle-5 (quantity 6 or less) Modified Ballistic Re-entry Vehicle-7 (quantity 4 or less) Modified Ballistic Re-entry Vehicle-8 (quantity 8 or less) The Government is seeking sources with extensive experience in modeling, assembling, integrating, testing and launching high fidelity target vehicles as described above to provide all of the following specialized services for the Lockheed Martin delivered hardware provided as Government furnished equipment. (1) Assembly, integration and testing of Government furnished major substages and missile components including boosters into an all up round to meet flight test specific requirements for signatures and performance delineated in flight test mission execution letters. (2) Verify the procedures and processes for assembly, integration and test prior to executing high risk first time integration steps using the Contractor's developed Hardware-in-the-Loop (HWIL) Facility fully populated with flight representative hardware. (3) Develop specific flight software including guidance, navigation and control algorithms to operate with the Government furnished avionics to meet flight test trajectory and mission profile. Verify the acceptability of the flight software by reviewing the specific inputs and outputs in the Contractor's developed flight representative Processor-in-the-Loop (PIL) Facility. (4) Model and simulate the performance of the target and payload(s) and provide the results of Monte Carlo runs and signatures analyses from initiation of air-, ground-, or sea-launch; through boosted flight; exoatmospheric maneuvering; to target and payload(s) demise. Provide these pre-flight predictions on a specific schedule delineated in the flight test target data deliverables schedule. (5) Verify and validate the bandwidth, responsiveness and performance of the target and payload(s) with developed flight software in the aforementioned HWIL Facility to provide confidence in the ability to meet the flight test requirements. (6) Conduct mission simulations using actual flight hardware to verify the performance of the integrated all up round and to generate telemetry tapes for range safety use in mission execution. (7) Develop flight test mission campaign Bill of Materials including spare line replaceable units, special tools, calibrated tools and test equipment to deploy with the target for the flight test campaign. Prepare shipper's deck and documentation for all items being transported to the range. (8) Provide Preventive Maintenance, Checks and Services for deployed Government furnished and Contractor acquired ground support equipment. Provide unplanned maintenance support to the same as required. (9) Provide life-cycle logistics support for the following rocket motor types: C4 first and sec and 3rd, SR-19, SR-73. (10) Prepare launch site for receipt of target vehicle; provide integrated logistics support for the target vehicle during range integration and flight test execution; and recover and return the range site to original configuration in readiness for next flight test mission. (11) Provide Liquid Propellant Accident Response Team (LPART) personnel and equipment to support transportation and loading operation of hydrazine at the launch location. Provide trained personnel for the loading of liquid propellant and post-loading clean up. (12) Develop the required Universal Documentation System (UDS) inputs for the target in support of flight test and submit to the appropriate range(s) for approval. Develop the Operational Requirements for the target and submit to the appropriate range(s) for approval. Develop the specific target Launch Commit Criteria and Launch Countdown Procedures. (13) Provide trained and experienced personnel to execute the target integration operations on ship, aircraft or range. Fully integrate the target system into the designated launch range and verify all communications and linkages are operating nominally. (14) Close out integration operations and provide documentation of close out for mission assurance review and acceptance. (15) Conduct launch operations on the designated range or mobile platform which will include but not limited to Countdown Training Events, Dry Run, Dress Rehearsal and actual mission execution. (16) Develop real-time data review plan and, working with the Government's support contractor, develop specific screens to assess the health and status of the target vehicle based on transmitted telemetry. Receive and review live or recorded telemetry each time the target vehicle is powered up during the range integration or launch operations and review the data for anomalous system performance. Support the launch team from home station with subject matter experts for real-time review the telemetry data on the aforementioned health and status screens. (17) Support major test reviews including but not limited to Mission Readiness Review, Flight Readiness Review and Launch Readiness Review in Huntsville, AL, or at the designated central flight test control center location. (18) Provide trained and certified test operators to execute the launch of the target vehicle. In some cases, multiple simultaneous launches of targets will require two trained and certified launch teams. (19) Assess the flight test data and provide performance feedback within two hours of launch in quick look format, within 48 hours of launch in more detailed performance assessment, and within 45 days of launch in highly detailed assessment of flight profile, parameters and performance against requirements. (20) Provide lessons learned and recommended design changes for inclusion in follow-on flight test. (21) Launch Foreign Military Assets that have been converted from their native state into target vehicles capable of being launched from a mobile platform or ground launched from a designated range. Based on these specialized services, interested Contractors must have the following assets or the ability to gain the following assets within an acceptable time period as no additional Government Furnished Facilities are available. (1) Missile Assembly Building(s) rated for simultaneously processing up to 75,000 pounds of 1.1 propellant and 30,000 pounds of 1.3 propellant. (2) Test sets complete with ground software and GPS stimulator to validate the integration processes, conduct mission simulations and assess the health and status of the target vehicle and payload(s). Test sets are required in the Missile Assembly Building, at the range site for ground launch or on-board mobile launch platforms. It is critical that all test sets remain under configuration control to avoid differences in test sets providing false failure indications. Given the need for real-time data, test sets must meet Defense Information Assurance Certification and Accreditation Process approval and be provided Authority to Connect by Defense Security Service. (3) HWIL facility to populate with contractor acquired flight representative hardware. (4) PIL facility to verify and validate the flight software. (5) Modeling and simulation assets to produce Monte Carlo runs of the trajectory, X-Patch model for RCS signature predictions and Optical Signature Code for IR predictions. (6) Liquid propellant transfer cart for loading hydrazine on the range. (7) LPART equipment to support hydrazine operations. (8) Remote launch support team facility capable of housing the telemetry screens and provided Authority to Connect by the Defense Security Service. Finally, the Contractor shall comply with the Missile Defense Agency's Mission Assurance Processes, Range Commanders Council Standard 319-07 and MIL-STD-1540e. Companies that possess and have demonstrated a capability to fulfilling the Services contract described above may submit a capability statement for consideration. Any responsible source may submit a capability statement (not-to-exceed 10 pages). Capability statements must identify all anticipated nonrecurring expenses and include a schedule with the plan demonstrating a capability to fulfill this service immediately at contract award. It is required that you provide a projected date of completion of each of the twenty-one (21) identified specialized services and the eight (8) identified assets within your capability statement. All capability statements received by the response date will be considered. Capability statements must be submitted by email to Michael.Hicks@mda.mil not later than the response date. A complete technical data package is not available. The target assets furnished by the Government are in an "as is" condition without any warranty as to its accuracy, completeness, or adequacy. This is not a request for proposals or quotations. The Government will NOT pay any costs incurred as a result of responding to this announcement. Submissions of capability statements will be separate from, and have no bearing on, submissions in response to any future formal Request for Information, if one is issued. Eligibility to participate in any future acquisition does not depend upon a response to this notice. MDA will not critique the responses to this notice. Proprietary information is neither sought nor desired by MDA. If proprietary information is submitted, it must clearly be marked "proprietary" on every sheet containing such information and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking propriety information contained in their response. Do not send any classified information. The Government may use third party, non-Government (contractor) support personnel as subject matter experts in the review of submissions, including the review of any marked or unmarked proprietary information provided. Appropriate non disclosure agreements have been executed between the third party, non-Government (contractor) support personnel and the Government and are on file with the Government. Participation in this effort is strictly voluntary. A submission of a response to this notice constitutes the respondent's acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government (contractor) support personnel. Please note that this is not a request for competitive proposals; however, all responsible sources who believe they can meet the requirements may submit a capability paper demonstrating the ability to provide the requested highly specialized services NLT 22 April 2013 at 12:00 PM CST, to Mr. Michael Hicks, Contracting Officer, at Michael.Hicks@mda.mil. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
