- Title: P025 REPLACE DELALIO ELEMENTARY SCHOOL AT MARINE CORPS BASE, CAMP LEJEUNE, NORTH CAROLINA Solicitation Number: N40085-13-R-6009 Type: Design Bid Build Notice Type: Pre-solicitation Notice NAICS: 236220 Set Aside: 8(a) Set-Aside THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. IT IS A PRE-SOLICITATION NOTICE. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible 8(a) Small Business firms capable of performing Design Bid-Build construction services for Replace Delalio Elementary School at Marine Corps Base Camp Lejeune, North Carolina. The magnitude of this construction project will be between $10,000,000 and $25,000,000. THIS COMPETITION IS AN 8(A) SET-ASIDE. THIS PROCUREMENT IS BEING SOLICITED TO 8(A) FIRMS THAT HAVE A CERTIFICATE OF EXISTENCE OR CERTIFICATE OF AUTHORITY ON FILE WITH NORTH CAROLINA. This is a requirement to perform work in the State of North Carolina. Only North Carolina District Office Participants or 8(a) firms that have been reviewed by the North Carolina District Office and approved as having a bonafide office in the State of North Carolina are eligible to respond to this solicitation. The appropriate NAICS Code is 236220. This will be a Design-Bid-Build (DBB), Best Value Source Selection (BVSS) Trade Off. When the actual solicitation is issued, plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites. P-025 Replace Delalio Elementary School project will replace the existing elementary school by constructing a new elementary school while maintaining the existing Gym/ Music building. The project will include general purpose classrooms, information center, computer lab, supply areas, specialist rooms, art room, learning impaired room, teacher work rooms, counseling areas, storage, administrative offices, and other required areas for a fully functioning facility. This project includes related infrastructure such as parking areas, mechanical rooms, delivery areas, covered walkways, playgrounds, signage, fencing, paving, landscaping, exterior lighting and utilities. The new school will connect to the existing and recently constructed Gymnasium/Music Room addition which is currently in good condition. The existing facilities will be demolished. The current site is large enough to accommodate the new school with minimal impact on existing school operations during construction. The existing facilities are in failing condition. The buildings being replaced are close to 50 years old. Additionally, undersized classrooms, inadequate facilities, and poorly configured buildings further reduce efficiency and fail to meet the standards of the DoDEA Education Facilities Specifications. Aging utility infrastructure systems result in excessive maintenance costs. Most infrastructure has suffered due to a lack of required repair and maintenance and has exceeded it useful life. There are numerous NFPA Life Safety and ADA code violations and no fire suppression systems. Bathrooms and plumbing are in severe need of replacement. The facilities do not meet construction standards for energy efficiency. Numerous maintenance and repair problems have developed and are becoming non-repairable. The existing facilities do not meet AT/FP requirements. The continued use of inadequate and undersized facilities will continue to impair the overall educational program for students. If new facilities are not provided, the substandard environment will continue to hamper education. Yearly maintenance and utility costs will continue to rise. The approximate Solicitation Release Date is anticipated to be no later than late April 2013, and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. Documents will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. This an 8(a) Set-Aside. Contractors will be searched against the Excluded Parties List (EPLS) to ensure they are eligible for Federal contract awards.
