- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is seeking information from vendors with the capabilities and facilities to provide a Commercial Off the Shelf (COTS), Non-Developmental Items (NDI), or near NDI Improved or Next Generation Limpet Mines as a replacement for legacy Limpet Assembly Modules (LAM) currently in inventory. The Government is interested in systems or technologies at Technology Readiness Level (TRL) 7 or above, that will improve the operational capabilities and/or effectiveness of current limpet mines. Some of the characteristics of these devices should include the following: Insensitive Munitions (IM) compliant explosives and end item in accordance with STANAG 4170 Operate in temperatures from +10 to +49 degrees Celsius and survive storage temperatures from -32 to +71 degrees Celsius Operational Depth up to 50 meters Programmable up to 72 hours Electronic Timer with out of line Safe and Arm compliant with STANAG 4497 Capability to withstand normal military environmental conditions and handling rigors Capability of various attachment mechanisms Anti-tamper capability / resistance to countermeasures Ability to synchronize multiple limpet mines Be compact, lightweight, and designed for zero buoyancy for transport by diver underwater Minimum of 10 years maintenance free shelf life Information pertinent to system or subsystem technical maturity, potential effectiveness, performance, suitability, cost and schedule should be provided. Include other descriptive literature and any other specific and pertinent information that would enhance consideration and evaluation of the information submitted. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission includes: (1) Firm Name, mailing address, telephone and facsimile numbers, World Wide Web (Internet) presence (if any), size of firm, number of years performing related work and direct points of contact including e-mail addresses (2) System description, capabilities (3) Chronology of system development (4) If applicable, a summary of past test events with location, dates and results (5) If available, logistic supportability and projected unit cost estimate information (6) Production capability. Any other research data, test reports, product technical data sheets, etc. that would be of benefit to the Government will be accepted along with the 10-page paper. Only written responses transmitted electronically, or by mail will be accepted. Electronically submitted responses on CD are preferred. All interested parties are encouraged to submit above information for the Government(s) review by 2:00 PM Eastern Daylight Time on 3 May 2013. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
