- Description
- The National Institute of Standards and Technology (NIST), Acquisition Management Division, has a requirement for Text Retreival Conference Video (TRECVID) Multimedia Event Detection (MED) and Multimedia Event Recounting (MER) Phase Four and Phase Five Evaluations to support the Office of the Director of National Intelligence (ODNI), Intelligence Advanced Research Projects Activity (IARPA), Automated Low-Level Analysis and Description of Diverse Intelligence (ALADDIN) Video Program. The requirement consists of data collection; annotation; distribution; infrastructure - the development of formal annotation guidelines and task specifications for performing data collection; annotation practice improvement; software development related to technical infrastructure maintenance and upgrades; quality control; training; and workshop participation necessary to implement the ALADDIN NOVEL 1. NIST intends to solicit, negotiate and award a sole source Indefinite Delivery, Indefinite Quantity Contract to the Linguistic Data Consortium (LDC), of the University of Pennsylvania located in Philadelphia, PA under the authority of FAR 6.302-1(a)(2). LDC is a non-profit consortium organization of linguistics researchers with extensive proven experience in managing and supervising the production of linguistics data resources. The work provided for under this requirement is a continuation of the work performed by LDC under a preceding contract with NIST for Phases One through Three MED and MER Evaluations. LDC is the sole proprietor of the existing Heterogeneous Audio Visual Internet Corpus (HAVIC) repository of data previously utilized by NIST for both the MED and MER evaluations. LDC owns the distribution rights for HAVIC, a vast corpus of linguistic and multimedia data resources. The NAICS Code associated with this requirement is 541990. The small business size standard is $14,000,000.00. The anticipated period of performance is September 1, 2013 through August 31, 2014 with three (3), twelve (12) month option periods. Interested parties capable of responding to the requirement may submit a capability statement specifically identifying their ability to accomplish this requirement. Responses are due in writing by email to the attention of Desiree Blakey at desiree.blakey@nist.gov by 2:00 pm Eastern Time, April 23, 2013. Responses will be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses to this notice is solely within the discretion of the Government. No solicitation document is available. This Notice of Intent does not constitute a request for competitive proposal.
