- REQUEST FOR INFORMATION (RFI) Scanning Facility Upgrade General Information Document Type: RFI Solicitation Number: Posted Date: 4/8/2013 REQUEST for INFORMATION - Scanning Facility Upgrade. This is not a notice of Solicitation Issuance. This is a request for information (RFI) for planning purposes only. Introduction and Purpose This is a Request for Information (RFI) only as defined in FAR 15.201(e) to obtain information about capabilities and market information related to modernization improvements to acquire 12 scanners and associated software and is for planning purposes only. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No formal solicitation for this work exists at this time. Description U.S. Securities and Exchange Commission (SEC) is planning for a complete scanning facility upgrade. The current scanning hardware and software is reaching its end of useful life. To accomplish the upgrade, the SEC intends to acquire 12 scanners and associated software. In order to accomplish the acquisition of the scanning facility upgrade, an evaluation of industry products and applications will be conducted through the use of this Request for Information (RFI). Note: RFI responses will NOT be shared with other industry suppliers and will be solely used as part of the requirements analysis process. Disclaimer: The information requested is for planning purposes only and does not constitute a Request for Proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Any resultant contract award derived from this RFI will be the result of the competitive process. In doing so, preference may go to small businesses. Any response to this request for information must include a discussion of the vendor's hardware and/or software with regards to the following requirements: Scanning Software Objectives A. The scanning software shall be capable of scanning 6 million pages per year with a peak surge capacity of 250,000 pages per week with 2 shifts. The scanning facility shall be able to handle a volume of 5000 pages overnight. B. The software shall have workflow functionality to handle paper documents as well as electronic documents (Unitization for PDFs as well as native files). C. The software shall have a workflow module for Quality Control purposes. D. The software shall provide the ability to capture metadata pertaining to documents, using either pre-defined data fields or data fields that can be configured (the values can be alphanumeric or numeric). Current metadata fields include: Prefix, Bates Numbers, Paper count, Suffix, Source, Production Date, Handwritten, and Flag (for post-it note). E. The software shall have the capability to set-up the following additional fields during the quality control process company names, titles, document dates, types of memos, and section. F. The software shall allow for bates numbers to be sequentially assigned to scan documents. G. The software shall allow for manual recording of bates numbers already listed on paper documents. H. The software shall have OCR (Optical Character Recognition) capability. I. The software shall be capable of producing load files in a Concordance format for later use in Concordance and Recommind systems: Images - *.TIF file Concordance Image Cross-Reference File - Comma delimited file (*.CSV) Concordance Data File - *.DAT file J. The software shall be capable of producing scanned paper collections, email and electronic document, native file collections that meet the SEC data delivery standards. The software shall have the ability to import electronic (non-paper) documents and shall also be able to automatically recognize if the images are in color or black & white. M. The software shall be able to generate a report to indicate "OCR Confidence Level" for each scanned document, in order to determine OCR accuracy. N. The software shall provide a resolution parameter for scanning purposes, that can range from 300 dpi (dots per inch) to 600 dpi. O. The software shall be compatible with the Windows 7 (64 bit) operating system. P. The software shall be compliant with Section 508 of the Rehabilitation Act. Scanning Hardware Objectives Q. The scanning hardware shall be capable of scanning 6 million pages per year with a peak surge capacity of 250,000 pages per week with 2 shifts. The scanning facility shall be able to handle a volume of 5000 pages overnight. R. The scanners shall be a combination of desktop flatbed with automatic document feeder. S. The scanners shall provide the ability to scan folders, binders, shipping labels (on boxes). T. The scanners' driver shall be compatible with the Windows 7 (64 bit) operating system. Reponses must contain the following information: • Email Subject Line: RFI Response - Company name • Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, Size of your Organization (i.e. Large Business, Small Business), DUNS Number, and Tax ID. • Responses should identify any current or potential future regulatory, security concerns. • Responses should identify any installation services provided onsite for both scanning software and scanner. • Responses need to explain whether the scanning software works with a Network Attached Storage (NAS) server or Storage Area Network (SAN) server or both. • Responses need to address annual maintenance. • Software responses should include price information for - 12 software, licenses, and installation services. • Hardware responses should include price information for - 12 scanners, licenses, and installation services. • Please answer the below questions and reference each question number: Scanning Software 1. Does the software have the ability to integrate with (Windows) Active Directory (AD)? If so, please explain its integration 2. Does the software provide Intelligent Character Recognition (ICR) capabilities? 3. Can the software distribute an OCR batch job across multiple workstations? 4. Is the software compatible with Oracle's Unified Content Management System? 5. What are the system requirements for the software? 6. Is the software being used by other government (Federal, State or Local) organizations (if so, who)? 7. What desktop scanners are recommended that are compatible with the scanning software? Scanning Hardware: 1. Are the scanners compatible with the following drivers Twain/Kofax/ISIS drivers? 2. What are the system requirements for the scanners? 3. Are the scanners being used by other government (Federal, State or Local) organizations (if so, who)?
