- NASA/KSC is releasing a Draft Request for Proposal (DRFP) for the Kennedy Ground Systems and Operations (GSDO) Program Office (LX) Support (KLXS-II). Previous release regarding the KLXS-II was a Sources Sought Notice NNK13447748I. The KLXS-II contract provides Engineering and Technical Services and Program and Business Management Support Services to the GSDO Program Office at Kennedy Space Center (KSC). This includes supporting ground systems and space flight systems planning and design; project management and integration; operations integration and analysis; technical requirements development, management, and compliance; and cost, risk, and schedule integration and analysis. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a full and open competition. The Government does not intend to acquire a commercial item using FAR Part 12.See Note 26. The NAICS Code and Size Standard are 541330 and $35.5M, respectively. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Potential offerors are invited to submit comments regarding all aspects of the DRFP, including the requirements, schedules, proposal instructions, and evaluation approaches. All comments must be submitted in writing via email to the Contracting Officer. All comments should reference applicable sections and paragraph numbers. Comments can be submitted incrementally and should be submitted in Microsoft Office 2007 compatible electronic format. Potential offerors are also encouraged to identify any areas in the DRFP that are confusing or not clear, and may warrant additional information or clarification in the final RFP. All comments must be submitted to the Contracting Officer no later than April 22, 2013 at 10:00 AM Eastern Time to ensure consideration by the Government. Interested parties should note that any submitted questions and the corresponding answers will be posted on this web site with a notice posted on the KLXS-II website at http://klxs2.ksc.nasa.gov. Prospective offerors shall notify this office of their intent to submit an offer. It is the potential offerors responsibility to monitor the Internet site for the release of the final RFP and amendments (if any).Potential offerors are responsible for downloading the solicitation and any amendments. Any referenced notes may be viewed at the URL identified below. The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
