Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), is conducting a Market Survey/Request for Information for contractor support to provide engine maintenance program(s) for the Beech 300 PT6A-60A, Challenger CF34-3A1, CF34-3B and Gulfstream IV TAY 611-8 engines. The Federal Aviation Administration (FAA) owns and operates eighteen (18) Beech 300 aircraft that are powered by Pratt & Whitney (PW) PT60A-60A engines, three (3) Challenger 601, one (1) Challenger 604, two (2) Challenger 605 aircraft that are powered by General Electric (GE) CF34-3A1 and CF34-3B engines, and one (1) Gulfstream IV aircraft that are powered by Rolls Royce (RR) TAY 611-8 engines. The FAA Beech 300 and Challenger aircraft are type certificated and modified to a Flight Inspection Aircraft (FIA) to meet special FAA mission requirements. The mission of the FIA is to validate the operating parameters of ground based navigation, landing aid facilities, and to validate procedures for both ground based and satellite based facilities. The FAA Gulfstream IV aircraft is typed certificate under CFR 14 Part 25 Airworthiness Standards: Transport Category and configured for passenger transportation. The mission of the FAA Gulfstream IV is to transport senior Government officials and staffs for official Government business, transport NTSB go teams in support of accident investigations, and perform limited Flight Inspection services. All aircraft must be airworthy, reliable, and maintained for a high level of availability to perform critical missions and insure the safety of the flying public. The attached requirements document describes the requirements for an engine maintenance program that provides coverage for the cost of scheduled and unscheduled maintenance for forty (40) PW PT60A-60A, six (6) GE CF34-3A1, six (6) GE CF34-3B, and two (2) RR TAY 611-8 engines owned by the FAA. The engines must be maintained in airworthy and reliable condition to ensure aircraft availability that supports the FAA missions. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will NOT pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor s expense. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The primary principle North American Industry Classification System (NAICS) code anticipated for this effort is 336412, Aircraft Engine and Engine Parts Manufacturing, with a Small Business Size Standard of 1000 employees. HOW TO RESPOND TO THIS MARKET SURVEY: Interested contractors should submit the following documents to the point of contact listed at the bottom of this announcement: 1. Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. 2. Capability Statement - This document should identify: a) Type of services provided by your firm, which should address your experience with the task required in the Requirements Document. b) Size and type of services provided under previous contracts (elaborate and provide detailed information and past performance). c) Number of years in business 3. Qualifications- Please state your company's qualifications and abilities to fulfill this requirement in accordance with the attached Requirements Document. 4. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS) or other contractual vehicle. 5. Please provide general information regarding the range of costs typically charged for fulfilling this type of requirement. The FAA may use the information for informational purposes ONLY and it is NOT binding in any way. This is not a screening information request or request for proposal of any kind.
