- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. General Services Administration, Office of Management Services is issuing this sources sought notice to measure the interest and availability of other than large business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of performing capable of performing occupational health program services. The GSA intends to contract with an independent third party to investigate several occupational health exposure complaints made by a former GSA employee. No claims of illness, injury or other damages have been made to date. We require the services of a firm with industrial hygiene and/or occupational health experience, specifically with regard to worksite analysis and exposure assessments. The Complainant was a tradesperson involved in operation and maintenance in a light industrial setting. The period of claimed exposure is ca. 1970-1995. GSA will provide all background data available including the former employee's position description, information on work assignments, medical surveillance records, reports of unsafe/unhealthy conditions, injury/illness logs and other records requested by the contractor. The contractor shall determine, to the extent feasible with the available data, whether the employee's claims of exposures are supported, unknown or unsubstantiated. The task requires interviewing the Complainant and possibly other former GSA employees. For cases where claims of exposure are supported the contractor shall, to the extent feasible with the available data, determine if an exposure above the OSHA Permissible Exposure Limit (PEL) was possible. For those cases the contractor shall determine, to the extent feasible with the available data, whether GSA acted responsibly according to the regulations in effect at the time, to protect the health and safety of the Claimant. GSA assumes this task falls primarily within the purview of 29 CFR 1910 (General Industry), with the possibility of some 29 CFR 1926 (Construction) duties performed. Other safety and health regulations may also apply. The final report must be signed by a Certified Industrial Hygienist. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12point font minimum) demonstrating ability to perform the requested services. The documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein.(2) Company Profile to include number of employees or average annual receipts as it relates to NAICS 541620, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status.
