MODIFICATION NOTICE:Bids are being solicited under solicitation number R13PS41001a. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. This requirement is unrestricted and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-04-09 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Dutch John, UT 84023 The Bureau of Reclamation requires the following items, Meet or Exceed, to the following: LI 001: Telehandler Forklift - Please see attached specification, 1, EA; LI 002: Swing Carriage Attachment to allow the carriage to swing away from the centerline of the boom up to 45 degress. Please include specifications. This is an optional line item and may or may not be purchased along with the forklift at the Governments discretion., 1, EA; LI 003: Personnel Work Platform- 4 foot X 6 Foot- Please see attached specification for further description.Please include specifications. This is an optional line item and may or may not be purchased along with the forklift at the Governments discretion., 1, EA; LI 004: Heavy Duty Multi-Purpose Bucket- Bucket must be equipped with a replaceable, bolt on cutting edge. Please include specifications. This is an optional line item and may or may not be purchased along with the forklift at the Governments discretion., 1, EA; LI 005: Universal Skid Steer Adapter - Adapter to allow use of a wide variety of skid steer type attachements.Please include specifications. This is an optional line item and may or may not be purchased along with the forklift at the Governments discretion., 1, EA; LI 006: Heavy Duty Boom- To allow a suspended load to be moved with telehandler. Must have apositive lock retaining sysytem to attach boom to forks and carriage such as lockable pins etc. (no chains). Must conform to the safety requirements of OSHA and the ANSI/ITSDF B56.6-2005 standard., 1, EA; LI 007: Freight Charges if not included on schedule. Government will only pay freight charges from original shipping invoice this will be included in total quoted price., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the System Award Management Registration (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at http://www.SAM.gov. This clause implements the temporary policy provided by OMB Policy Memorandum M-12-16, Providing Prompt Payment to Small Business Subcontractors, dated July 11, 2012. (a) Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. (b) Include the substance of this clause, including this paragraph (b), in all subcontracts with small business concerns. (c) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. This clause implements the temporary policy provided by OMB Policy Memorandum M-12-16, Providing Prompt Payment to Small Business Subcontractors, dated July 11, 2012. (a) The clause at FAR 52.222-19, Child Labor, Cooperation with Authorities and Remedies, does not apply to Bureau of Reclamation acquisitions to the extent that the contractor is supplying end products mined, produced, or manufactured in - (1) Canada, and the anticipated value of the acquisition is $175,000 or more; and (2) Israel, and the anticipated value of the acquisition is $175,000 or more. (b) Nonapplicability thresholds for other countries are the same as listed in the FAR clause. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate the total price for the basic requirement together with any option(s) exercised at the time of award. 1. Pursuant to the payment terms contained in this contract/agreement, the contractor/recipient shall prepare and submit requests for payments (invoices) by following the instructions as described below: b) To ensure timely processing of invoices under the contract/agreement, the contractor/recipient must submit all invoices to the following e-mail address: ucinvoice@usbr.gov 1. The invoice must be submitted in accordance with these instructions. i. The subject line of the email shall be formatted to read as follows: Contract Number_Invoice Number_Acquisition POC last name (example: R13PC10000_Invoice No. 1234_Handy ii. The Invoice shall be attached to the email and named using the following fomat: Contract Number_Contractor Name-Invoice Number-Invoice Amount (example: R13PC10000_World Test, Inc.-Inv No. 1234-$5,678.00 2. A proper invoice shall be submitted in accordance with Item 1. above and shall include the information as required by the payment terms and conditions contained in this contract/agreement. Invoices submitted for an amount which exceeds the total obligated or ceiling amount of the contract, purchase order, task/delivery order or agreement may be rejected. 3. Invoices shall not include information that would compromise Personally Identifiable Information, such as full social security numbers, dates of birth, etc. 4. Final payment under each contract, purchase order task/delivery order will be approved by the Contracting Officer. The final invoice shall be submitted and will be approved in accordance with the payment terms and conditions contained in the contract/agreement, after all, if any, settlement actions are complete. The contractor must clearly identify the last payment as the "Final Invoice".
