Note: This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Request for Information (RFI) in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items contained in the RFI, nor is any commitment on the part of the Government to award a contract implied. This notice does NOT constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this RFI that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this RFI is not offers and cannot be accepted by the Government to form a binding contract. Draft Scope of Work The contractor shall provide all resources necessary to accomplish valet and high density parking at the Erie VA Medical Center, 135 E 38th Street, Erie, Pennsylvania for an initial period of one (1) year from date of award with four (4) options to extend if successful performance results are achieved based on Erie VAMC evaluation and funding. The requirement for valet parking services will mitigate the projected shortfall of 350-400 vehicle patient, visitor and employee parking spaces during several construction projects. The contractor will utilize both valet parking and high-density assisted parking to accommodate the strong demand for parking needs at the facility. This includes the parking of vehicles that have been modified for disabled drivers and passengers. The hours and days for this service is between 7:00 am - 5:00 pm, Monday through Friday, excluding all Federal holidays. Contractor staffing will be adjusted based on peak periods. Throughout the performance of the contract, the valet and high density parking operations will be staffed with as many employees to ensure an efficient operation. The contractor will ensure that there are no unreasonably long delays, traffic back-ups, or unsafe practices blocking an emergency right of way. A long delay will be measured by a pattern or group of patients, who upon waiting for parking due to a contractor's poor performance arrived late for an appointment. Tipping is not permitted. Contractor must maintain insurance coverage to cover any damage to vehicles, coordinate the damage claim directly with the customer, and notify COR of any claims filed. All parking attendants must possess a valid/current driver's license. The contractor is required to provide a certified copy of driver's license history issued by a state's Department of Public Safety. The contractor shall also provide attendants that are trained to operate handicapped vehicles. All employees must understand and speak fluent English. The contractor shall furnish and install all signs needed for operations (signage to be approved by VA), furnish claim checks, check-in stations (booths) phones or two-way radios or other miscellaneous items necessary to facilitate valet parking operations. Signs shall be easy to read and look professional. Hand-written signs are not allowed. The contractor shall provide uniforms to all personnel working under this contract. Uniforms shall facilitate easy identification of contractor staff by employee name and company name. Uniform type will be agreed upon with VA and contractor at the pre-work meeting. Uniforms shall be worn at all times during performance of contract duties. The VA reserves the right to request replacement of any contract employee at any time that is deemed inappropriate to provide services for the VA.
