- It is the intent of the Missile Defense Agency (MDA) to issue a sole source modification to Radar Sustainment Contract HQ0147-12-D-0005, to Raytheon Integrated Defense Systems (Raytheon), 225 Presidential Way, Woburn, Massachusetts 01801-1060, for the continuation of modeling and simulation, software maintenance and engineering support to delivered and accepted radars and Ballistic Missile Defense System (BMDS) test planning, execution and analysis for X-Band radars. This modification will also include software development. This modification will extend the ordering period three years. The contract modification is scheduled to be awarded in the 4th Quarter Fiscal Year 2013 (4QFY13). The proposed contract modification will be executed on a sole source basis to Raytheon pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract modification is for highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of costs to the Government that are not expected to be recovered through competition or unacceptable delays in fulfilling the Agency's requirements. A Request for Information (RFI) was published in FebBizOpps on February 24, 2012 and One-on-One Industry discussions were conducted from July 31 through August 15, 2012. The Government considered all industry feedback and determined that only Raytheon can fulfill the immediate requirement within available cost and schedule during this contract period. The Government will continue to explore opportunities for competition. This announcement is for informational purposes only.
