- Pre-Solicitation Notice RFP-200-1213-CS The Federal Bureau of Prisons is seeking concerns having the ability to provide Residential Reentry Center (RRC) services for male and female Federal offenders held under the authority of United States Statutes to be located in Memphis, Tennessee within Shelby County. Residential services include care, custody, control, accountability, and treatment, including subsistence. The services described shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled: "Residential Reentry Center, August 2007; Revision 01, December 2007, CCB; Revision 02, December 2008, CCB; Revision 03, February 2010, CCB; Revision 04, May 2010, CCB; Revision 05, May, 2011, CCB; Revision 06, January 2012, RRMB; Revision 07, February 2012; Revision 08, January 2013, RRMB." This is an indefinite delivery, requirements type contract with firm-fixed unit prices. The services are estimated to be 90% male and 10% female for the one-year Base Period and each of the four one-year Option Periods, if exercised. The estimated number of inmate days is 40,515 for the one-year Base Period; 40,626 for Option Year One; 40,515 for Option Year Two; 40,515 for Option Year Three and 40,515 Option Year Four, (if Options are exercised). The estimated number of inmate beds is 111, guaranteed minimum and estimated maximum beds of 160, (if Options are exercised). The requirements performance period(s) are as follows: Base guaranteed minimum 100 (male beds), Base guaranteed minimum 11 (female beds); Estimated Maximum 148 (male beds), Estimated maximum 12 (female beds) Option Year One guaranteed minimum 100 (male beds), Option Year One 11 guaranteed minimum (female beds); Estimated Maximum 148 (male beds), Estimated maximum 12 (female beds) Option Year Two guaranteed minimum 100 (male beds), Option Year Two 11 guaranteed minimum (female beds); Estimated Maximum 148 (male beds), Estimated maximum 12 (female beds) Option Year Three guaranteed minimum 100 (male beds), Option Year Three 11 guaranteed minimum (female beds); Estimated Maximum 148 (male beds), Estimated maximum 12 (female beds) Option Year Four guaranteed minimum 100 (male beds), Option Year Four guaranteed minimum (female beds); Estimated Maximum 148 (male beds), Estimated maximum 12 (female beds) The anticipated period of performance is March 1, 2014 through February 28, 2019; if all Option Periods are exercised.
