Description

Computer Optimized Reconciliation Application (COBRA) Naval Sea System Command (NAVSEA) intends to issue a Request For Proposal (RFP) to The Columbia Group, Incorporated, 1201 M Street SE, Washington, DC 20003 for the Computer Optimized Reconciliation Application (COBRA) and associated modules within. NAVSEA has procured unlimited user perpetual licenses to enable several Navy organizations to provide access to STARS and information on problem disbursements (updated daily). Over 5,000 users perform their daily duties in researching and reconciling problem disbursements using the COBRA application. This requirement was previously satisfied under contract N00024-07-C-6309 This contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1) and the Federal Acquisition Regulations 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy ™s operational needs without resulting in unacceptable delays and a substantial duplication of costs.
