Description
The U.S. Army Program Executive Office of Simulation, Training and Instrumentation (PEO STRI), on behalf of the Project Manager for Training Devices, intends to solicit, negotiate and award a sole source contract with Theissen Training Systems, Inc. (TTS) addressed under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A)&(B) and FAR 52.225-5 to award a contract for purchasing Location of Miss and Hit (LOMAH) hardware components which includes 106 Future Army System of Integrated Targets (FASIT) Stationary Infantry Target lifters, 106 FASIT LOMAH detection bars, an alignment tool, 35 FASIT command modules and shot sensors and 425 adjustable heighth target lifter stands, to be installed at the Malone 2 Automated Field Fire (AFF) range located at Fort Benning, Georgia. This award is planned for July 1, 2013 with delivery anticipated 120 days after contract award. Prior to the award of this contract, TTS was a subcontractor to Advanced Interactive Systems, Inc. on contract W900KK-10-D-0082-0001, which was a competitive award for the installation of LOMAH systems. Further, TTS possesses the ability to continue delivery of the LOMAH training system to meet the demand of the installation site without introducing significant cost, schedule, technical, and safety risk to the program. Acquiring a training system from a source other than TTS would increase maintenance costs at the installation site, due to multiple logistics tails associated with each vendor, along with the needed increase in training or personnel associated with sustaining multiple systems and the cost of additional spares. Acquiring a training system from a source other than TTS would also introduce technical risk and potential schedule delays in the integration of the solution with the Government owned target control system called TRACR. Acquiring a training system from TTS will afford the Government to leverage existing resources from the already awarded WFF sustainment contract supporting the current LOMAH range at Malone 2. Only a sole source acquisition to TTS will meet the immediate need while maintaining lower life cycle costs. Any other type of acquisition will result in unacceptable delays with deliveries well beyond the immediate need and a substantial duplication of costs that would not be recouped through competition. The Malone 2 installation was originally to be procured through a competitive process under the Common Army Ranges and Training Systems (CARTS) multiple award ID/IQ contract. However, as a result of this sole source action, another range located in Fort Jackson, South Carolina will become a part of the competition which will be future work on the CARTS contract, along with Range 211. Please note this notice does not constitute a Request For Proposal (RFP). However, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is July 1, 2013
