- Cost Proposal Template Solicitation Package The United States Government represented by the U.S. Agency for International Development (USAID), intends to issue a solicitation for services to perform a program titled the Food Security Service Center (FSCC). The FSCC activity will provide a broad range of integrated and knowledge-driven technical services to FTF focus and aligned missions, host countries (through capacity building), and the Bureau for Food Security, including: 1) state-of-the-art food security support services with a focus on program and project design and management; 2) expert analyses; 3) capacity building; and 4).bridging support and/or small scale pilots. The services are described below: 1) Establishment of a Service Center and Network of Experts The Service Center will mobilize experts, firms and institutions that provide state-of-the-art expertise and training opportunities for host-country needs. Where possible, it should leverage the expertise, knowledge and programs of USAID-supported International Agriculture Research Centers (IARCs) and Collaborative Research Support Projects (CRSPs) as well as existing field support mechanisms. Upon start of the award, the Contractor must create a database of experts, including volunteers, who can respond to USAID or host-country specific needs through the end of the award, systematize a process for continuously identifying volunteer experts, and provide orientations to each expert/consultant on Feed the Future and USAID. 2) On-Demand State-of-the-Art Agriculture Support Services and Expert Analyses BFS, in collaboration with field missions, recognize the need for a specialized and responsive mechanism to support agriculture development, improved nutrition and resiliency that addresses food security challenges using new technologies and innovative approaches. On demand from USAID, The Service Center will support core program areas that build host country counterparts and ownership, development of local organizations and USAID capacity, while also providing critical support and analysis for the integration of FTF cross-cutting issues such as gender, nutrition, climate smart agriculture, and resiliency. 3) Capacity Building To increase the sustainability of FTF investment, strengthening the human, institutional, and policy framework for agricultural science and technology, including nutrition, is crucial. This can include building host government or regional economic institutions capacity to create and implement policies that will improve trade, investment, and the business environment, as well as the private sector and non-governmental organizations, as well as activities such as developing sector support, or value chain programs, preparing policy & public relations campaigns, or skills training. 4) Bridge Programs and Innovation Pilots Ensuring programmatic continuity in the field during a transition to longer-term programming is vital, while rigorous evaluation of pilot activities will generate evidence-based information for a range of practices that can improve food security. Innovative pilots are critical to FTF and will provide the tangible impact on the ground while demonstrating best practices and how they might work better. Selection of transition or bridge programs and innovative pilots will be done in close coordination and collaboration with BFS. USAID anticipates that competition will be restricted to Small Business only. The applicable NAICS code for the procurement is 541618.
