Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00039-13-T-0010 is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. This solicitation is a 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, and the small business size standard is 750 employees. The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office - Command, Control, Communications, Computers and Intelligence (PEO-C4I), Shore and Expeditionary Integration Program Office (PMW 790), is requesting proposals for 5 each Cellebrite Ruggedized Universal Forensic Extraction Device (UFED) Touch Ultimate Kit including 1st Year Updates (NSN 58101000000775) or equivalent, 5 each Cellebrite UFED CHINEX Module (NSN 58101000000775) or equivalent, and an optional line item for 5 each Cellebrite Ruggedized UFED 2nd Year Updates (NSN 58101000000775) or equivalent per FAR Sections 11.104, 12.602 and 13.106. The salient physical, functional or performance characteristics of the brand name item that an "equal" item must meet to be acceptable for award are as attached hereto. Basic line items for 5 each Cellebrite Ruggedized UFED Touch Ultimate Kit including 1st Year Updates or equivalent and 5 each Cellebrite UFED CHINEX Module or equivalent shall be delivered F.O.B. Destination to SSC PACIFIC PH SUPPORT OFFICE, NBVC VENTURA CO, BLDG 507, 507 PATTERSON RD, PORT HUENEME, CA 93043 no later than 30 days after date of order. Optional line item for 5 each Cellebrite Ruggedized UFED 2nd Year Updates or equivalent, if so exercised, shall be delivered F.O.B. Destination to SSC PACIFIC PH SUPPORT OFFICE, NBVC VENTURA CO, BLDG 507, 507 PATTERSON RD, PORT HUENEME, CA 93043 no later than 365 days after acceptance of basic line items. FAR provision 52.212-1, Instructions to Offeror Commercial Items, applies to this solicitation. If the Offeror proposes to deliver an end product other than the brand name product, the Offeror shall clearly demonstrate that the "equal" product meets the Government's minimum requirements, as stated in the table of salient performance characteristics contained herein. This section is not applicable and shall not be submitted if the Offeror proposes to deliver the brand name product. The Offeror shall state whether it can deliver all units on or before the required delivery date contained herein. The Offeror shall clearly identify firm- fixed-price unit prices and total amounts for each of the three line items. FAR provision 52.212-2, Evaluation Commercial Items, applies to this solicitation. The Government will award a contract based on the lowest price technically acceptable source selection process identified at FAR 15.101-2. A rating of "Unacceptable" for either non-price factor will make the proposal ineligible for award of a contract. The Government will evaluate whether the proposed "equal" product will meet the Government's minimum requirements, as stated in the table of salient performance characteristics contained herein. The Government will assess an "Acceptable" rating if the Government determines that the "equal" product meets the Government's minimum requirements. The Government will assess an "Unacceptable" rating if the Government determines that the "equal" product DOES NOT meet the Government's minimum requirements. The Government will evaluate whether the proposal clearly assents to the required delivery schedule contained herein. The Government will asses an "Acceptable" rating if the Government determines that the proposal clearly assents to the required delivery schedule. The Government will asses an "Unacceptable" rating if the Government determines that the proposal clearly DOES NOT assent to the required delivery schedule. Once a proposal has been determined to be "Acceptable" under BOTH non-price factors, award will be based on the price factor only. Once a proposal has been determined to be "Unacceptable" under EITHER non-price factor, it will be removed from further consideration for award. The Government will conduct a price analysis in accordance with FAR 15.404-1 to determine the reasonableness of the proposed price. The Government will determine the evaluated price by multiplying the proposed unit prices by the total quantity specified for each line item. As an addendum, FAR provision 52.217-5, Evaluation of Options, applies. Offerors are advised to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its proposal. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. As an addendum, FAR clause 52.217-7, Option for Increased Quantity Separately Priced Line Item, applies. The government may exercise the optional line item within 365 days after acceptance of basic line items. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. As an addendum, FAR clauses 52.219-6 and 52.219-14 apply. Proposals are due no later than Thursday, May 2, 2013 at 1500 PDT.
