Description
The roofing system at the Lower Granite Powerhouse Roof is a polyurethane foam (PUF) which has been exhibiting widespread blistering of the waterproof polyurethane membrane for several years and is a concern for water intrusion into the foam insulation and subsequent leaks into the powerhouse. The scope of this work is to conduct a comprehensive moisture survey; remove damaged portions of the waterproof membrane; remove wet and damaged insulation; repair the insulation voids with new foam insulation; recoat the entire roof surface with a new two-coat application of polyurethane membrane; and construct contraction joint curbs with EPDM flashing at the monolith joints. Access to 70% of the Powerhouse Roof is restricted due to proximity to overhead high voltage lines. Work in those restricted areas will ONLY be permitted to occur during the planned electrical outage of approximately August 5, 2013 to September 12, 2013, seven days a week. A two-day outage is also planned for mid-July in order to conduct the moisture survey. OUTAGE INFORMATION: Moisture survey on the restricted areas shall be completed between July 15, 2013 and July 16, 2013 (2 days), between the hours of 11:00 am and 9:30 pm. Roof repair work on the restricted areas must be completed between: August 5, 2013 and August 11, 2013, between the hours of 11:00 am and 9:30 pm August 12, 2013 and August 16, 2013, between the hours of 7:30 am and 9:30 pm August 17, 2013 and September 12, 2013, between the hours of 11:00 am and 9:30 pm Lower Granite has various ancillary buildings throughout the project site with roofs that have also been identified as failed and requiring replacement. The roofing systems vary and are either an elastomeric membrane or a loose-laid EPDM membrane with paver ballast. The scope for the ancillary buildings is to entirely remove the existing roofing system down to the structural deck and install a new fluid applied membrane with insulation board and vapor retarder. Permanent fall protection features and roof access ladders are also included in the scope of work at most roof areas. The scope of this work includes fabrication and installation of galvanized guardrails and ladders, as well as installation of commercial off the shelf single-point roof anchors. Remove existing exterior lighting from one of the roofs and install new lighting. Solicitation No. W912EF-13-B-0004 will be posted to the FBO website on or about April 22, 2013. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. ACCESS FOR FOREIGN NATIONALS: Security clearance for foreign nationals to attend a site visit requires approximately 4 weeks; therefore, clearance should be requested immediately. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B). NAICS code for this project is 238160, and the small business size standard is $14 million average annual receipts. Estimated magnitude of construction is between $500,000 and $1,000,000.
