- PERFORMANCE WORK STATEMENT Special Notice THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for submission of Statement of Capability (SOC) addressing the capability to provide Sustainment, Restoration and Modernization-Energy (SRM-E). This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This SOC does not commit the Government to contract for any supply or service whatsoever. The information provided in the SOC is subject to change and is not binding on the Government. The Defense Logistics Agency (DLA) is not at this time seeking proposals and will not accept unsolicited proposals for the work described in the attached documents. Responders are advised that the DLA will not pay for any information or administrative costs incurred in responding to this SOC. REQUEST FOR STATEMENT OF CAPABILITIES The propose of issuing this Statement of Capabilities under SP4706-13-SOC-SRME DCSOE is to identify potential contractors and assess their capability to provide Sustainment, Restoration, and Modernization - Energy (SRM-E) Sustainment Support, to Defense Logistics Agency (DLA)-Energy. SRM-E is a web application used by DLA Energy to manage repairs to defense fuel facilities and equipment. Projects are established in SRM-E to identify deficiencies, coordinate with military services on scheduled repairs, track costs, funding, and manage schedules. The objective of this requirement is to continue to sustain SRM-E beyond May 31, 2013 when the current effort expires. Please see the attached documents entitled "Performance Work Statement (PWS) SRM-E sustainment support effort" for a complete breakdown of specific requirements. The following summary is meant to provide a general overview of this requirement. DLA requires that all interested parties address all requirements within this SOC by posted deadline. SRM-E was developed with the Microsoft (MS).NET 3.5 frameworks, MS SQL Server 2008 with Microsoft SQL 2008 Reporting Services, and Esri geographic information system (GIS). Sustainment support includes a full range of services to maintain SRM-E. SRM-E sustainment support was planned and developed utilizing analytical skills and appropriate software tools. Each SRM-E system change proceeds through the following life-cycle management phases: analysis, design, development, testing, implementation, and support (on-going support includes maintenance, enhancements, and migration). The life-cycle analysis phase includes studying work processes, mission goals, and objectives to design SRM-E to enhance employee productivity, meet system requirements, and increases customer satisfaction. The sustainment support contractor will also provide accreditation support. Please see the PWS referenced above in order to facilitate the ability your respond to the SOC, requirement as detailed below. 1. Provide a brief narrative discussing of your capability to provide SRM-E sustainment support. The narrative discussion shall address the capability to provide Sustainment and Maintenance for the following: a. Database maintenance - The narrative discussion shall address the following • Development of data base to allow evaluation of the system's functionality. • Database available only to end users via a programmed web interface for review and study approval. • Monthly analyze of the most recent edition of property and project data from SRM-E data sources; providing notification the Government of any inconsistencies and process as required. • Your capacity to identify the feasibility and establishment where feasible the build of automated procedures to perform the data transfer between the study and live systems. • Detail use of manual and automated procedures to test the validity of SRM-E database output • Your capability to reconcile program procedures, applications programs, algorithms, source and processed databases where the suspect data or output is discovered; identification of programs that require to be modified, and continue with the modification until test results meet agreed upon requirements. • Efforts to make final transfer of the development program to production status accessible by users through the Internet upon completion, and the capability to build queries and reports to fulfill management data calls. b. System sustainment/maintenance and analysis - The narrative discussion shall address the following: • Your capability to provide Sustainment/Maintenance which include minor enhancements and fixing problems as approved and scheduled by the configuration working group • Identifying and defining any additional software functions including: integration analysis, management, reporting, and integration programming • Your capability to provide bi-weekly customer requirement reviews • Your capability to review system change requests (SCRs) and problem ticket reports (PTRs) with the DLA Energy and be parted of bi-monthly meetings at HQ DLA Energy, Ft Belvoir, VA in support of DLA Energy IT governance and administration • Your capability to prepare a change package requirements in accordance with the DLA Energy IT governance • Your capability to schedule and perform the DLA Energy IT governance package work as received from the Configuration Control Board (CCB). • How you are going to execute the migration of SRM-E sustainment/maintenance application development and support to DLA in the first two months after the contract award. • How you are going to provide accreditation support for SRM-E including activities such as writing the System Security Plan (SSP) and Application Security Checklist documentation, conducting WebInspect scans, and resolving operating system and database vulnerabilities as directed by DLA. 2. Provide a brief narrative discussion of your previous experience with Government contracting and doing business with the Government. Include contract numbers and contact information (Organization, Representative's Name, mailing, address, telephone, and e-mail) for each experience cited. 3. Provide a brief narrative discussion of your firm's capability to provide SRM-E Customer Help Desk Support and reference materials providing users additional background on the purpose, scope, and coverage of search queries. The narrative discussion shall address your company's capability and experience performing SRM-E Customer Helpdesk Support, to include. • The capability of your company to implement, support, and maintain a helpdesk ticket tracking system. • The capability of your company to provide in-depth analysis and technical documentation to assist with the creation of Problem Ticket Requests (PTRs) and System Change Requests (SCRs) in accordance with the DLA IT Governance process for DESC Commodity Business Units (CBUs), Regions, and offices, Service Control Points, base-level customers, or other affected SRM-E users. • The capability of your company to provide instruction and routine training for customers requesting additional assistance understanding the functional components. • This narrative shall also discuss your capability to provide individual tasks associated with the SRM-E Customer Help Desk Support for the following tasks: o Handling standard and routine calls. o Recording and validating customer's contact information. o Selecting and populating the appropriate trouble ticket fields in the helpdesk tracking system. o Ensuring problems are clearly defined. o Creating problem tickets based upon the receipt of approved DD2875s and routing to appropriate application system administers for all SRM-E applications while insuring no Personally Identifiable Information (PII) is included in the problem ticket. o Resetting user profile passwords for users. o Classify and provide analysis. o Determine and assign the severity of the problem. o Determining if the problem is of a one-of-a-kind nature or is potentially system wide. o Begin initial troubleshooting of the reported problem. o Provide customers with basic database administration procedures and guidance on the base-level applications. o Perform network and hardware diagnostics on the various Windows® operating systems utilized in conjunction with SRM-E equipment. o Review and assign support by assigning an appropriate priority, giving highest priority to the following open problems; although, the problem universe should be continually monitored and adjustments made to assigned priorities as required. 1. Problems having significant impact on a site's ability to perform its mission objectives. 2. Problems that impact the sites ability to provide accurate consumption and financial information 3. Problems that generate financial or legal penalties for the government 4. Problems that are related to systems issues o Initiate and maintain close contact with the customer; making appropriate entries in the helpdesk tracking system and other databases, throughout problem resolution. o Verification the problem required escalation. 4. Responses to the Statement of Capability questions shall be provided based on the following limitations and format requirements: No more than five pages for each narrative response focus area Font is Times New Roman, 12 point. White space and conventional paragraphing are required for readability The deadline for submission is Not-Later-Than (NLT) April 17, 2013 at 12:00 P.M. Eastern Time. 5. The Contractors' SOC must include their company cage code, TIN, DUNS number, GSA Contract Number (If the company has a GSA Schedule) and Point of Contact Information THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for Information (RFI) to receive comments regarding the attached Statement of Capabilities under SP4706-13-SOC-SRME DSCOE. This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
