- NASA has a requirement for on-site service maintenance agreement for field emission scanning electron microscope system serial number SU50VP-2359, including the supply and installation of one new electron beam emitter. The service agreement is needed both to maintain the proper function of the system and to minimize downtime in case a component of a system fails. NASA intends to purchase this service agreement from Carl Zeiss Microscopy, LLC of Thornwood, NY. The service agreement is in support of a highly specialized scanning electron microscope system developed by Carl Zeiss Microscopy, LLC. The microscope contains both physical components and controller software proprietary to Carl Zeiss Microscopy, LLC. Due to the proprietary nature of the microscope, Carl Zeiss Microscopy, LLC is the sole vendor capable of servicing the equipment. Therefore this service agreement must be procured solely from Carl Zeiss Microscopy, LLC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit proposals detailing the capabilities and compatibility of their services to support the field emission scanning electron microscope system serial number SU50VP-2359. All responses must be submitted via written communication not later than 4:30PM EASTERN STANDARD TIME (EST) on Thursday, 24 April 2013. The capabilities and compatibilities of the services will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination by the Government not to compete this proposed effort on a full and open competition basis will be based upon responses to this notice and is solely within the discretion of the Government. Oral communication is not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
