- US Army Contracting Command-Redstone proposes to award a new Cost-Plus-Incentive Fee (CPFF)RDTE contract on an other than full and open competition basis for the software upgrade of the OH-58D Kiowa Warrior aircraft control display system version 4 (CDS4) Improved Master Controller Unit (IMCPU) to a CDS5 configuration to support OH-58D KW aircraft Block 4 Software upgrade program. The sole source awardee is Honeywell International Inc, Defense Avionics System; Albuquerque, NM 87113-2227 (CAGE 07817) purusant to authority cited 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(1), only one responsible or a limited number of responsible sources and no other supplies or services will satisfy requirements. The following changes will be made to the CDS4 software when integrated with the CDS5 IMCPUs: 1. Modification of the software to operate when ported to the new IMCPU; 2. modification of the software to operate with color displays; 3. integration of independent maps; 4. modification of interfaces to allow multi-mode operation of two ARC-231 radios; 5. integration of the Data transfer unit-7100(DTU-7100); 6. update of the stability control augmentation system; 7. modification and upgrade of the OH-58D software requirements, the contractor wll be required to provide six ship sets of CDS5 IMCPU test assets to support OH-58D test aircraft and Software integration lab and qualification reequirements. Anticipate award no later than 30 Sep 2013.
