- FA4809-13-Q-0008 Sole Source Acquisition for purchase and installation of Modified VICADS Security Alarm System on Seymour Johnson AFB The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Open Roads Consulting, Inc. The contractual action is a Sole Source Firm-Fixed price contract to purchase and install line of intrusion detection for the OSS/OSK Vault using the existing Vindicator/VICADS Alarm Monitoring System on SJAFB. Contractor: Open Roads Consultin, LLC. This purchase will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 10 Apr 13 at 16:00 A.M. APPLICABLITY OF AUTHORITY : Request to award a sole source contract for this requirement to Open Roads Consulting. Open Roads Consulting is the only contractor that can garauntee seamless integration into the existing system. Other companies may be certified to install Vindicator equipment however; no other company has the knowledge base and/or rights to install equipment into the VICADS system/software because based on the current maintenance contract. SJAFB is aggressively working on a follow on maintenance/install contract for competition for a base year plus 4 one-year options. A new contract will provide a substantial opportunity for other contractors to compete for this requirement.
