- PR Number: FD20301334150Item: 0001 Purchase and delivery of Integrated Drive Generator (IDG) Test Stand (Part Number: K938-S7 D41672 Mod A) and the complete technical data. Quantity: 1 Each Delivery Date: 36 months after receipt of award Description: The Government intends to purchase 1 each IDG (K938-S7) test stand capable of testing B-2 IDGs and the complete technical data in accordance with (IAW) Statement of Work (SOW). The contractor shall deliver and install a semi-automatic test stand that meets the latest drawing and revision of the IDG and required ancillary equipment to properly test the B-2 IDG in a facility (Constant Speed Drive Shop) at Tinker AFB, Oklahoma. Applicable to: B-2. The IDG is mounted on the Airframe Mounted Accessory Drive (AMAD) and attaches to the Power Transmission Shaft (PTS). The IDG-AMAD configuration is B-2 unique. The test stand shall be capable of performing all of the testing defined in Air Force Technical Order 8A6-10-11-3, Overhaul Instructions for B-2 IDG, P/N 740545B, in a semi-automatic mode. The contractor shall submit the Acceptance Test Procedures (ATP) to the Government for approval prior to demonstration. The pre-acceptance demonstration test will be conducted by the contractor at their facility. A complete review of the calibration process and procedures will be conducted as part of the demonstration. The contractor shall ensure the system is capable of being calibrated and verified IAW Air Force Metrology and Calibration (AFMETCAL) Program requirements. The ability to calibrate the test stand is critical since it is required prior to any acceptance testing of an overhauled or repaired B-2 IDG. The appropriate Cognizant Engineering Authority will approve all acceptance testing. The contractor shall ship the test stand, ancillary equipment system and all technical data from the manufacturing facility to the designated building at Tinker AFB. PR Number: FD20301334150Item: 0002 Install and test the IDG Test Stand in Building 2210 at Tinker AFB, OK Quantity: 1 Lot Delivery Date: 36 months after receipt of award Description: The test stand will be installed on an existing housekeeping pad. The contractor shall perform an end to end check-out and conduct a complete demonstration acceptance test of the installed test stand at Tinker AFB. Cognizant Government technical personnel will observe the demonstration test to ensure the test stand performs as required. Sole Source to: Booz Allen Hamilton Engineering Services, LLC. Duration of the contract period: 36 months after receipt of award Electronic procedure will be used for this solicitation. The estimated solicitation issue date is 24 April 2013 and the estimated closing/response date is 24 May 2013. Phone calls will not be accepted, all correspondence must be by email. The proposed contract action is for supplies and services for which the Government intends to negotiate with the sole source vendor under the authority of FAR 6.302-1. Sole Source Authority: 10 USC 2304(c)(1), Justification: Supplies (or services) required are available from only one or a limited number of responsible source (s) and no other type of supplies or services will satisfy Agency requirements. AFFARS 5352.201-9101 OMBUDSMAN (NOV 2012) - An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. Interested parties are invited to call the Ombudsman at (405) 736-3273. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
