Description
RFI HSFLGL-13-I-00009 This announcement constitutes a REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia is conducting market research for the purpose of gathering information from industry on establishing Enterprise Security Solution (ESS) Services for the FLETC sites in Glynco, GA, Artesia, NM, Cheltenham, MD, and Charleston, SC. The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, pricing models, published commercial pricing and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. The FLETC is in the ongoing process of installing an Enterprise Security Solution (ESS) across each of its facilities that supports Homeland Security Presidential Directive 12 (HSPD-12) for the modernization of its Physical Access Control Systems (PACS). FLETC is in need of a Contractor who can provide technical expertise and equipment for the purpose of installing, providing professional guidance, system software maintenance, trouble shooting, repair, emergency response, and testing of the ESS. These systems include but are not limited to alarm repair and installations, programming software for monitoring, access control installations and programming, visitor management of all personnel, badge system, system configuration, intrusion detection and duress alarms, and other systems which are fundamental for the continued success of the FLETC ESS operation. Major system components include: Hirsch Velocity Visitor Management Badge System Version 3.1 EasyLobby Visitor Management System Version 9.0 GE MAStermind Alarm Monitoring System Version (future plans to replace with Manitou) Bosch D6600 Alarm receivers Pelco, ViconNet, and American Dynamics cameras, Digital Video Recorders and Networked Video Recorders The NAICS code for this project is NAICS 561621 Security Systems Services (except Locksmiths). The Small Business Size Standard is $12.5M. The FLETC requests the following information from potential sources: • Company name, Duns number, street address and point of contact with phone number and email address. • Identification of socioeconomic status (see Atch 1, Small Business Definition Sheet). • If you have a current GSA contract or are an authorized user/company for manufacturer GSA contracts for Security Solutions, please identify and provide the GSA title, Schedule Number and the SIN code that apply. • Provide a brief capability statement (not to exceed 10 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements listed above to include the following: 1. Established catalog pricing or publicly available price lists for: a. Commercially available Security Solution Services. 2. Provide the following information (if applicable): a. Do you currently have contracts with other Government agencies (to include Federal, State, and Local) for Security Solution Services? Please provide the agency name, point of contact information and contract number if possible. b. Estimated time to begin delivering service. c. The ability and associated resources to provide services at all four FLETC sites (Glynco, GA, Artesia, NM, Cheltenham, MD, and Charleston, SC) d. Provide additional information the Government should consider in developing a potential acquisition strategy. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation. The FLETC will use the information provided for technical and acquisition planning. Analysis of the quantity and quality of responses to this RFI synopsis will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determination based on this market research. If adequate numbers of responses are received from technically qualified 8(a) Firm, HUBZone, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, and/or Women Owned Small Business (See Atch 1), any future acquisition may be solicited on a set-aside basis. No evaluation letters and/or results will be issued to the participants. When available, any resultant pre-solicitation notice and solicitation may be posted at this website: https://www.fbo.gov/. Respondents wishing to reply to this RFI should submit information listed above by the time and date established below.
