- SOURCES SOUGHT NOTICE DATE: 09 March 2013 PRODUCT: Locking Anesthesia Carts FACILITY: Cincinnati VA Medical Center AGENCY: Department of Veterans Affairs THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. STATEMENT OF PURPOSE Cincinnati VA Medical Center (Cincinnati VA) is seeking sources under NAICS Code 339112 (size standard of 500 employees) that are able to provide three (3) Locking Anesthesia Carts with the specific quantity and size requirements of internal features listed below. All interested vendors are invited to provide information to contribute to this sources sought including, commercial market information. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone, 8 (a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 339112. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The following specifications must be met to be considered for purchase of the three (3) additional customized workstations. " Must have locked drawers for control of Medications Quantity and Size Requirements: " (3), Roller Cabinet 30"Wx24"Dx42-1/2"H "(1), First Inside Drawer 25"Wx22"Dx4"H "(1), Second Inside Drawer 25"Wx22"Dx2"H "(5), Third Inside Drawer 25"Wx22"Dx4"H "(1), Fourth Inside Drawer 25"Wx22"Dx6"H "(3), Combination Push Button Lock Bar, 29-1/8" Long "(3), Horizontal top rails and one of the three rails will have hooks "(3), Tilt-able Bin organizer, mounted on top of cart with three (3) rows each and the following quantity and dimensions: "(6 bins), Bottom Row 3"Wx2-1/2"Dx3-1/2"H "(5 bins), Second Row 3-7/8"Wx3-3/4"Dx3-1/2"H "(4 bins), Top Row 3"Wx2-1/2"Dx3-1/2"H "(3), Crash Cart Tray that fits a 3" Drawer "(3), Tray with adjustable dividers capable of creating nine (9) separate compartments and fits a 3" Drawer "(6), Side Rail 17" long "(3), Glove Box Holder - Adjustable to hold different sizes of gloves and glove boxes - adjustable range is 8-1/2"x4-3/8" or more "(3), Sharps Container Holder Contractor will be required to meet the above listed internal features. Cincinnati VA anticipates the solicitation will be full and open source, competitively bid, for a fixed quantity of Locking Anesthesia Carts. The anticipated solicitation will be for three Locking Anesthesia Carts for the Cincinnati VA Medical Center. STATEMENT REGARDING RESPONSE ACTION Contractors responding to this Sources Sought Notice need to provide the following information to Jonathan Charles, Contracting Specialist, via email to jonathan.charles@va.gov, by no later than noon (3:00 P.M. EST) on 12 April 2013: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts) and Socioeconomic Status. ABOUT THE AGENCY The Cincinnati VAMC consists of 2 divisions located in Cincinnati, Ohio and Fort Thomas Kentucky. It provides services to 17 counties in Ohio, Kentucky and Indiana. The facility has an active affiliation with the University of Cincinnati College of Medicine. Some highlights of the facility includes: referral site for neurosurgery; PTSD Residential programs for Men & Women; PTSD/Traumatic Brain Injury Residential Program; Iraq/Afghanistan Clinic; and a Veterans Mobile Health Unit. STATEMENT REGARDING SOURCE SOCIO-ECONOMIC CONSIDERATIONS The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS 339112 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.vetbiz.gov. Moreover qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contract Specialist listed in this announcement.
