Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order on a noncompetitive basis to Biosero LLC, 4202 Sorrento Valley Boulevard, Suite F, San Diego, CA, 92121-1414, for a filmware and hardware upgrade for the existing Government-owned EDC Systems Acoustic Dispenser for the NCATS Division of Preclinical Innovation (DPI) Tox21 program in Rockville, Maryland. The period of performance is two months from date of award. The National Center for Advancing Translational Sciences (NCATS) has a requirement for a filmware and hardware upgrade for the existing Government-owned EDC Systems Acoustic Dispenser currently in use at the NCATS Division of Preclinical Innovation (DPI) Tox21 program in Rockville, Maryland. NCATS requires this software and hardware upgrade so that it may increase the speed of the Government-owned EDC Systems Acoustic Dispenser which will allow the equipment to process an increased number of testing plates. Specifically, this will allow NCATS to perform more complicated screens with multiple sample replicates while maintaining consistency by using the same Government-owned EDC Systems Acoustic Dispenser for the course of the experiment. Currently, the NCATS matrix screening platforms utilize the EDC system and only Biosero LLC is authorized to perform any maintenance or upgrades to this equipment in the United States and Canada. The EDC Systems Acoustic Dispenser filmware and hardware upgrade includes the following: - Dispense any liquid with a viscosity of 20 cP or less including aqueous buffers, DMSO, glycerol solutions, and organic solvents - Transfer volumes from 1nL to 2.0uL+ - Accuracy and precision of <10% CV - Real-time detection of acoustic transfer quality and remaining liquid volumes in source wells. - Conventional off-the-shelf plates in 96, 384, 1536, or 3456 configurations as a dispense source. EDC Systems is the sole manufacturer of this acoustic dispenser and Biosero LLC is the only authorized vendor in the United States and Canada to perform any maintenance or upgrades to these systems. There are no other vendors authorized to perform this work. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
