- The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0001 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis for development of an interface for the exchange of data between the P-8A Increment 3 Applications Based Architecture (ABA) system and the P-8A Baseline Architecture in support of data automation, capability upgrades, and integration. The outputs and deliverables from this planned order will support the P-8A Increment 3 Technology Development competitive procurement posted in FedBizOpps under Solicitation Number: N00019-13-R-0045. The estimated period of performance of this effort is 27 months after contract award (currently estimated to occur in 1QFY14). This contract action requires expertise in P-8A engineering, integration, and testing and requires Boeing proprietary data to perform. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements.' Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements within the required delivery schedule. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order modification based upon responses to this notice is solely within the discretion of the Government.
