Description
The development of the PBRWS was authorized by Title VI of the Claims Resolution Act of 2010, also known as the Aamodt Litigation Settlement Act (Act), P.L. 111-291, Title VI (The Act). The Act authorizes the Secretary of Interior, acting through the Commissioner of Reclamation, to plan, design, and construct a regional water system in the Pojoaque Basin (the Project) in Santa Fe County (County), New Mexico, consistent with the September 2008 Pojoaque Regional Water System Engineering Report prepared by HKM Engineering for the Northern Pueblos Tributary Water Rights Association (Engineering Report). The Project is intended to provide a system which would divert and treat water from the Rio Grande for the Pueblos of Nambe, Pojoaque, San Ildefonso and Tesuque, and County residents in the Pojoaque Basin. The PBRWS is intended to provide a clean reliable source of drinking water; decrease reliance on diminishing groundwater supplies that may have impaired water quality; provide a source of water for fire suppression; and provide for future growth in the area. The PBRWS will have the capacity to divert from the Rio Grande a quantity of water sufficient to provide annually up to 4,000 acre-feet per year. An integral part of the PBRWS includes one or more ASR project sites capable of injecting, storing, and recovering approximately 60-days of water consumptive use. This contracting effort is intended to provide the Bureau of Reclamation with geological, hydrological, and engineering support services to conduct collection of design data, provide technical support Reclamation staff in the development of the ASR well program and supporting facility designs. Tasks include, but are not limited to: design review of exploratory observation and demonstration wells; analysis of geological and geophysical logs; recommending locations for ASR wells; monitoring of drilling operations; and developing an ASR demonstration program. This is a full and open procurement and the Bureau of Reclamation intends to issue a Request for Proposal for this project. It is anticipated the contract will a firm fixed price, IDIQ services contract. The North American Industry Classification System (NAICS) Code is 541620 with a Size Standard of $14 million. The magnitude is between $1,000,000.00 and $5,000,000.00. All responsible sources may submit a proposal which will be considered by the agency.
