- This is a Notice of Intent of the U.S. Army Corps of Engineers, Memphis District to negotiate a sole source award with Frontier Services, Inc., 13406 Holmes Road, Kansas, City, MO 64145, (913) 461-3804. The NAICS code is 237990. The estimated value of the work is between $1,000,000.00 and $5,000,000.00. The work consists of furnishing all plant, labor and materials for the construction of 4 new relief wells to include drilling, installation and testing of relief wells and related equipment; excavating around 55 of the existing relief wells and cutting the discharge elevation down by several feet, construction of reinforced concrete wing walls around 41 of these lowered relief wells, installation of concrete-filled steel pipe guard posts, regarding existing ditches, riprap installation; grouting of riprap, establishment and maintenance of turf, and environmental protection. This contract action is being accomplished used other than competitive procedures due to a statue that exists that expressly authorizes or requires that this acquisition be made from a specific source or through another agency; specifically, FAR 6.302-5(b)(4) for sole source awards under the 8(a) program (15 U.S.C. 637(a)) and in accordance with 13 CFR 124. 1-1(c) and FAR 19.8.
